This position is located in the Office of Hearings of the Office of
the Secretary, Department of Transportation. Under the direction and
supervision of the Chief Administrative Law Judge and other
Administrative Law Judges of the Office, you will be responsible for
providing legal assistance with respect to the proceedings conducted
by the Office of Hearings. Within the general range of areas for
which you will be responsible, the matters handled will be of a
difficult nature and often complex, requiring a high level of
sensitivity and understanding of the interrelationship of one area to
another.



Major Duties

As an Attorney Advisor, specific duties and responsibilities
include,
Serves as Attorney Advisor to the Chief Administrative Law
Judge and other Administrative Law Judges in the Office of Hearings,
U.S. Department of Transportation, who hold hearings under the
Administrative Procedure Act (5 U.S.C. sec 551 et seq.) (APA) for the
Department's Office of the Secretary and the Department's modal
administrations.
Drafts orders, decisions, and memoranda, performs legal analysis
and research, and provides oral and written legal advice and
assistance on administrative law and other issues of concern to the
Office of Hearings in proceedings involving, among other things,
hazardous material shipments, passenger misconduct on airlines,
airlines' and motor carriers' failure to comply with regulations
concerning inspection and maintenance, air carrier citizenship
determinations, and fairness of airport landing rates and charges.

Communicates with parties in the proceedings regarding the status
of cases.

You will be prompted to answer the core questions, which ask

may update them any time needed though to reflect your most recent

Generate Fax Cover Sheets for Supporting documentation

After completing the core questions, you will be prompted to
generate fax cover sheets required to submit your supporting
documentation. Based on the Required Documents section, select the
documents you should submit. Print out a fax cover sheet specific to
each of the appropriate documents. Once submitted, the system will
store these documents and include them with all future applications.
It is your responsibility though to ensure that they are current.


Complete the online vacancy questions

Once you have completed the core questions and generated your fax
cover sheets, you will be taken directly to the vacancy application
questions. Answer all of the questions honestly and thoroughly.

Click on the submit button once you have completed your

Load the fax cover sheet and supporting documentation in the
fax machine.

Note: This constitutes ONE fax transmission. You will have
to repeat this process for each of the supporting documents you wish

What To Expect Next:

Qualifications:


In addition, the following other qualifications will be


considered:




Academic standing in the upper third of your law school


graduating class.


Membership or editor position with a law review.


Honors for academic excellence such as election to the Order of


the Coif.


Moot court competition or membership on the moot court team which


represents the law school in competition with other law schools.


Judicial clerk or other law clerk experience or equivalent


evidence of clearly superior achievement as determined by the hiring


agency.




Grade Requirements:




To qualify for the GS-11: A law degree, and bar membership in


good standing.




To quality for the GS-12: A law degree, bar membership and


either one year of professional attorney experience or a second


professional law degree (LL.M) which requires one full year of


graduate study.




To qualify for the GS-13: A law degree, bar membership and


either two years of professional attorney experience or one year of


professional attorney experience and a second professional law degree


(LL.M) which requires one full year of graduate study.

Mandatory Education Requirements:




Education: An applicant must have successfully completed a


full course of study in a school of law accredited by the American


Bar Association (ABA) and have the a professional law degree (LLB


or JD).


Bar Membership: An applicant must currently be a member in good


standing of the bar of a state, territory of the United States,


District of Columbia, or Commonwealth of Puerto Rico.


This is an Excepted Service position. This job will be


filled by an alternative hiring process and is not in the competitive
