rural America in many ways. Our financial
programs support such essential public
facilities and services as water and sewer
systems, housing, health clinics, emergency
service facilities and electric and telephone
service. We promote economic development by
supporting loans to businesses through banks and
community-managed lending pools.
This position consists of performing loan/grant making and servicing
activities and providing credit assistance to applicants and
borrowers. This position requires loan making experience or
qualifying education. The incumbent is responsible for extensive
outreach and communicating USDA - Rural Development programs,
policies, and procedures to the public and other agencies.

Major Duties

- The incumbent is responsible for managing the 502 Direct and
Guaranteed and 504 loan and grants portfolio.

- In addition the office has an active self help housing program.

- The incumbent personally performs work in making loans and grants
in the RH program and provides credit assistance to applicants and
borrowers.

- He/She is responsible for extensive outreach and communicating
USDA - Rural Development programs, policies, and procedures to the
public and other agencies.

- Serves as the primary construction inspector for the office.

- The incumbent performs interim and final inspections on new
construction as well as inspections involving repair and alterations
to existing facilities.

- The incumbent will provide technical guidance to office personnel.

STEP THREE - Vacancy Specific Questions
You will answer vacancy specific questions
necessary to evaluate your qualifications for

completed, the information you provided at

STEP FOUR - Faxing Supporting Documentation

STEP FIVE - REVIEWING AND SUBMITTING YOUR
APPLICATION
The final step of the application process is to
review and submit your complete online
application package. Review the personal
information, core questions, vacancy questions,
and resume for accuracy and completeness.
Once you are satisfied with your application,
click "Finished" to submit your application. If
you do not click on "Finished", your application
will not be submitted and you will not receive

Qualifications

Applicants must meet all qualification and


eligibility requirements for the GS-1165 series


set forth in the OPM Qualifications Standards by


the closing date of the announcement.




At the GS-9 level:


One (1) year of specialized experience


equivalent to at least the next lower


grade (GS-7) in the Federal service.




OR




Completion of 2 full academic years of


progressively higher level graduate education or


master's or equivalent graduate degree from an


accredited college or university with a major in


finance, business administration, economics,


accounting, insurance, engineering, mathematics,


bank and credit, law, real estate operations,


statistics, or other field directly related to


this position.




OR




Possess a combination of education and


experience. Combinations of successfully


completed graduate education as described above


and specialized experience as described above


may be used to meet the total qualification


requirements. When an applicant has less than


one year specialized experience as described


above, he or she may combine successfully


completed graduate-level education with


experience to meet the total qualification


requirements. Forty hours of work per week in


the specialized field for 12 months is


equivalent to one year of full-time experience,


and generally, 18 graduate-level semester hours


is equivalent to one full-time year of graduate


study (your school and department determine what


constitutes one full-time year of graduate


study). Applicants must have successfully


completed more than one year of graduate level


education to use this option to qualify. Only


graduate education beyond the first 18 semester


hours (or what your school or department has


determined to constitute one full-time year of


graduate study) can be combined with experience.


Applicants percentage of specialized work


experience (for example, 6 months equals 50%)


and the percentage of graduate study (for


example, 27 graduate-level semester hours for a


GS-09 grade level position equals 50%) must


total at least a 100%.
Specialized experience is required to qualify


for this position. Specialized experience is


experience which is typically in or related


to the position to be filled and which has


equipped the applicant with the particular


knowledge, skills and abilities to successfully


perform the duties of the position. To be


creditable, specialized experience must have


been equivalent to at least one year in the next


lower grade level in the normal line of


progression for the occupation in the


organization.




GS-9: Experience that demonstrates knowledge and


understanding of mortgage loan making/ servicing


and credit principles and practices in order to


assess the fundamental soundness of single


family housing loans and to independently


examine applications, supporting documents, and


credit reports, and maintain servicing


activities on small mortgage loans. Experience


may have been gained in work equivalent to


furnishing information to borrowers and


applicants on loan programs, eligibility


requirements, financial and credit requirements;


analyzing information provided by loan


applicants, determining eligibility for mortgage


loans, and making loan recommendations to a


senior employee; assisting senior level


employees in initiating action to graduate


borrowers who are eligible for other credit


sources; and participating in providing credit


counseling to all borrowers and debt adjustment


services.
