The Department of Defense Education Activity (DoDEA), Domestic Dependent Elementary and Secondary Schools (DDESS), is currently accepting applications under examining authority authorized by 10 USC, Section 2164, for the above permanent position.

Major Duties

Directs the facilities engineering management program for an equal half of the DDESS ASC. This program involves the military construction (MILCON), facilities utilization program, and the facilities maintenance and repair (M&R) program. This position is fully responsible for the total regional facilities engineering management function in support of all schools, district offices for assigned areas. The position also requires management of facilities program for DoDDS schools in Cuba, plus any Section 10 projects that periodically get inserted in the DoD budget. In the management of this program, the incumbent maintains internal controls necessary to- meet the requirements of OMB Circular A-123 and the Federal Manager's Integrity Act in accomplishing the following major duties for assigned areas.  Directs the overall regional facilities master plan, which includes the MILCON, facilities M&R and asbestos abatement programs.  Conducts continuing reviews of facilities through onsite surveys to determine adequacy (quality/quantity), deficiencies, and the need for facilities maintenance, repair or new construction.  Develops requirements and priorities for MILCON projects from base facility master plans, stationing plans, stationing plans, enrollment projections, site surveys, space use and established educational program and standards.  Develops detailed educational and engineering functional/operational specifications for MILCON and M&R projects.  Participates in site selection for MILCON projects based on adequacy for construction, functional/operational integrity, potential for future expansion and economic feasibility.  Reviews design criteria packages and architectural drawings to ensure that functional requirements for educational facilities are met.  Serves as service center architectural/engineering technical representative at predesign, design, and preconstruction conferences with construction agents and A&E firms.  Provides facility engineering guidance and assistance to school, district, and service center administrators, base engineers, and contractors.  Reviews facilities M&R projects for adequacy, feasibility, need, timing, cost, and priority. Recommends project approval and inclusion in the Five-Year Maintenance Plan (FYMP). Develops and maintains an automated (computerized) FYMP to facilitate visibility of past, present, and future developments.  Monitors progress of facilities projects under construction. Recommends change orders, adjustments to schedules and/or scope of work to ensure fulfillment of operational objectives.  Manages the regional asbestos abatement program.  Serves as the technical advisor to the regional director on all facilities engineering matters.  Responsible for management of real estate permits issued by the military services for dependents schools. Works closely with Department of Education on permit modifications.  Manages the facilities program for the DoDDS schools in Cuba, plus Section 10 projects on CONUS installations when they are inserted into DoD budget.

4.  Photocopy of all Official college/university transcripts (front and back) with announcement number stated on them, if applicable.  To receive the maximum allowable credit you must include all transcripts (front and back) for each degree earned to include any additional courses currently in progress.  Any transcripts submitted that are not in English will be removed from the application and will not be considered. (Transcripts must be in English and from an accredited university.)
