Required Skills

Incumbent will perform supervisory/managerial work of considerable difficulty involving the acquisition, financial analysis, development/construction, program operations, portfolio asset management, property management, and regulatory requirements of multi-family and single family residential rental housing. Coordinates non-profit and federal funded projects with legal counsel, senior staff, city council and neighborhood representatives. Oversees department staff, recommends payments to consultants and general contractors on progress payments.

Supports the VP of Real Estate Services in the performance of major duties, assists in developing annual departmental budget, and serves as acting VP of Real Estate when VP of Real Estate is absent. Will also plan, prioritize, assist, and develop a five year plan for federal funds to address capital improvements on properties. Develop and analyze strategies for providing affordable housing including conventional, mixed income and mixed-finance capital structures. Coordinates the development and solicitation of general construction public bids: the invitations for bids, bidder's package of information and the advertising of the project in print and visual media as mandated by state. Assists in public bid openings and manages the preparation of all documents required for submittal to Board of Directors.

Direct and manage all aspects of a development project throughout the preliminary design through completion. Requires a BA from an accredited four year college or university and a minimum of four years of experience in the area of multi-family asset/property management including experience with transaction management, finance, project management and project construction, development and portfolio management preferred. There is no relocation package provided for this position.
