This position is located in Federal Student Aid, Chief Financial
Officer, Financial Management Group, Financial Reporting Division,
Audit Coordination and Validation Branch (ACVB). ACVB is responsible
for coordinating responses for FSA on financial audit reports. To
accomplish this mission, ACVB works with independent auditors, OCFO,
and OIG on financial audit questions, issues and resolution.
Coordinates, conducts quality assurance tests on, and
provides "Provided by Client" (PBC) documents to OCFO and independent
financial auditors. Works with OIG, GAO, and OCFO regarding other
financial audits as required. Prepares corrective action plans
within 60 days of issuance on financial audits, as required. Reviews
internal controls on all financial audits within FSA.
Major Duties
The candidate selected for this position serves as a senior
accountant, utilizing a professional knowledge of accounting
principles and procedures in carrying out complex assignment; support
the Provide-By-Client (PBC) Financial Statement Audit process -
during the financial statement audit period from March through
November, the external auditors request approximately 460 or more
FSA/PBC items accompanied by approximately 100 additional follow-up
questions; coordinate, track and quality assure work needed to
provide the PNC items to the auditors timely; and prepare documents
in support of meetings with auditors and to help resolve audit
issues. The incumbent provide expert advice in specialized areas of
accounting, developing policies and financial management program
goals; carries out programs to determine accounting system adequacy,
to identify accounting and budgetary problems, and to develop and
maintain progressive fiscal management techniques and practices;
reviews legislation and regulations; develops regulations and
guidelines for program users; develops and monitors accounting
internal control program(s); identifies problems areas, and develops
solutions to improve operating program effectiveness. He/She
provides advice to financial and program managers and other
accountants on unusual and difficult accounting systems and/or
operations problems; conducts and coordinates long range and
comprehensive systems studies for the design, modification, and
implementation of automated accounting systems; develops procedural
manuals, methods, and directives;conducts financial analyses, audits,
and.or investigations of major public and/or private sector entities
and reviews, analyzes, and validates financial data.

52 weeks of specialized experience that equipped the applicant with
the particular knowledge, skills, and abilities to perform
successfully the duties of the position, and that is typically in
or related to the work of the position to be filled. This experience
must be equivalent to the GS-13 level in the Federal government.
Examples of such experience include: designing, developing and
implementing automated accounting systems; providing advice in a
specialized area of accounting; determining accounting system
adequacy; reviewing legislation and regulations for relevance to the
accounting system; developing and monitoring accounting internal
control programs; developing system improvements for accounting
systems; conducting special studies; and providing advice about
unusual or difficult accounting systems or operations problems.Basic Requirements
A. Degree: accounting; or a degree in a related field such as
business administration, finance, or public administration that
included or was supplemented by 24 semester hours in accounting. The
24 hours may include up to 6 hours in business law. OR
B. Combination of education and experience-at least 4 years of
experience in accounting, or an equivalent combination of accounting
experience, college level education, and training that provided
professional accounting knowledge. The applicant's background must
also include one of the following:
1. Twenty-four semester hours in accounting or auditing courses
of appropriate type and quality. This can include up to 6 hours of
business law;
2. A certificate as Certified Public Accountant or a Certified
Internal Auditor, obtained through written examination, or
3. Completion of the requirements for a degree that included
substantial course work in accounting or auditing, e.g., 15 semester
hours, but that does not fully satisfy the 24-semester hour
requirement of paragraph A, provided that (a) the applicant has
successfully demonstrated the ability to perform work of the GS-11 or
higher level in accounting, auditing, or a related field, e.g.,
valuation engineering or financial institution examining; (b) a panel
of at least two higher level professional accountants or auditors has
determined that the applicant has demonstrated a good knowledge of
accounting and of related and underlying fields that equals in
breadth, depth, currency, and level of advancement that which is
normally associated with successful completion of the 4-year course
of study described in paragraph A; and (c) except for literal
nonconformance to the requirement of 24 semester hours in accounting,
the applicant's education, training, and experience fully meet the
specified requirements.

Salary Range: 98,033.00 - 127,442.00 USD per year
