Major Duties

The primary purpose of this position is: to oversee/monitor the design and construction of Services facility construction projects to ensure projects are designed to approved concept, scope and cost. Serves as technical authority and project manager to provide oversight on architectural and engineering Issues for the AR funded Services design and construction projects. Develop/recommends,  reviews and Implements Air Force NAF facilities procedures/policies and
establishes/recommends standards that affect the design and construction of Services facilities. Reviews, coordinates/approves, or develops SOWs for AE Services and Design/Build Initiatives to ensure completeness and adequacy of requirements and prepares SOWs for special projects. Ensures the development and Inclusion of functionally efficient, cost effective Services facility designs I, project facility submittals front MAJCOMs, bases, design agents, and commercial architects/engineers. Performs continual review, research, and Interpretation of reference materials, as well as evaluation of new materials to achieve cost effective, efficient and operationally correct Services facilities.

This position is currently a GS position.  Upon conversion to the national security personnel system (NSPS) this position may be converted to a corresponding NSPS pay banded position at which time pay may be negotiated in accordance with NSPS regulations.

The adequacy of such background must be demonstrated by at least one of the following:




1. Related Curriculum: Degree in architectural engineering may be accepted as satisfying in full the basic requirements, provided the completed course work in architectural engineering provided knowledge, skills, and abilities substantially equivalent to those provided in the courses specified in paragraph A. The curriculum for a degree in either architecture or architectural engineering covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities. The courses required for a degree in architecture generally place emphasis upon planning, esthetics, and materials and methods of construction, while the courses for an architectural engineering degree place equal or greater weight on the technical engineering aspects such as structural systems, mechanical systems, and the properties of materials. Because of this difference in emphasis, persons with degrees in architecture may have a preference for work assignments that offer greater opportunities for them to express their artistic and creative abilities. As a result, they may be more concerned with planning and design aspects of architecture, and persons with degrees in architectural engineering may be more engaged in aspects emphasizing technical engineering considerations.




2. Experience: An applicant lacking a degree in architecture must have had l year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of college courses, 5 years of such experience is required. This experience must have demonstrated that the applicant has acquired a thorough knowledge of the fundamental principles and theories of professional architecture.




 




Non-qualifying Experience: The following kinds of experience are not acceptable as professional architectural experience: professional landscape architecture work consisting mainly of the layout, design, construction, or maintenance of land areas and landscape features, including ground and water forms, vegetation, roads, walks, incidental structures, and other landscape features; experience in the application of artistic embellishment to practical design such as the decoration of interiors, including the construction, layout, and selection of furniture and furnishings that do not alter the basic architectural design of the interior; city and community planning work that relates to the broad social and economic growth and development of such community services and facilities as industry, commerce, transportation, streets, utilities, and parks.




 




Additional Requirements:  In addition to meeting the basic requirement, one year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position, and that is typically in or related to the position to be filled must be met.  To be creditable, the specialized experience must have been at the GS-11 grade level or equivalent under other pay systems in the Federal service.  Examples of creditable specialized experience include:  preparing project design calculation, cost estimates, analyses, drawings, and specifications to ensure compliance with requirements and applicable local, state, federal building codes, and/or in providing technical reviews of A&E design calculation, cost estimates, analyses, drawings, and specifications to ensure compliance with requirements and applicable local, state, federal building codes.




PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid work on the same basis as for paid experience. Part-time experience will be credited on the basis of time actually spent in appropriate activities. To receive credit for such experience you must indicate clearly the nature of the duties and responsibilities in each position held and the number of hours per week spent in such employment.

CONDITIONS OF EMPLOYMENT:




1. Incumbent must have and maintain, or obtain within 12 months of appointment to this position, board certification/registration as a professional architect in at least one of the 50 states. This requirement is based on the responsibility of the NAF project manager to d#determine the architectural adequacy of designs for contract awards, as well as other major aspects of design and construction work, to be performed by architects in the private sector. Professional certification/registration is essential to have their full confidence and respect in order to achieve cooperation on critical architectural issues.




2. May be required to travel by military and/or commercial aircraft in the performance of temporary duty or training assignments to locations both in the United States and overseas.




3. Position covered by the financial disclosure reporting requirements outlined in the Joint Ethics Regulation, DOD 5500-7R.
