This position is located in the Office of the Inspector General.  The purpose of the position is to inquire into and periodically report to the State Adjutant General on the readiness, discipline, efficiency, economy and morale of military and civilian personnel, equipment and associated management systems within the command.  This position includes performance of the following functions:  training and teaching, assistance, investigations and inspections.  Additionally, it includes maintenance of a dedicated fully automated Inspector General database involving computer skills to support State, National Guard Bureau and Department of the Army trend analysis.


DUTY LOCATION:  Joint Force Headquarters, Kentucky Army National Guard, The Office of the Inspector General, Frankfort, Kentucky.


TYPE OF APPOINTMENT: THIS IS A CAREER/CAREER-CONDITIONAL APPOINTMENT (This is a full-time, non-dual status (competitive) permanent position and does not require National Guard Membership).



Major Duties

Conducts general, special or follow-up Inspector General Inspections to ascertain compliance and/or identify systemic problems and determines root causes. Develops solutions and recommends assignment of responsibility to correct problems to the Adjutant General. Conducts assistance, inquiries or inspections into special functional areas as directed by regulatory guidance or the Adjutant General to include: Intelligence Oversight, Internal Management Control Program, contracting, environmental quality control, Employment Opportunity, military and civilian reprisals, whistle blowing and other matters. Conducts, investigative inquiries and assists the Inspector General in the conduct of formal investigations to substantiate or non-substantiate allegations of impropriety. Conducts informal and formal interviews of complainants, witnesses, subjects and suspects to determine facts, circumstantial evidence, hearsay, documentation or other matters of importance. Assesses unit training and provides confidential observations on unit performance to commanders and the Adjutant General. Assessment criteria includes knowledge, proficiency and understanding of the following training areas: unit Mission Essential Task List, battle focus, long, short and mid-term planning, basic operating systems, Officer and Noncommissioned Officer Professional Development, training meetings, training support publications, training schedules, mobilization and deployment plans, state emergency action preparation, Organizational Readiness Evaluations, After Action Reviews and other matters. Implements the Inspector General Action Request System. Receives complaints, allegations or requests for assistance. Researches regulatory guidance (punitive and non-punitive), Department of Defense Directives, policy memorandums, internal standard operating procedures and Department of Defense ethical guidance to identify issues, allegations, and Inspector General appropriateness.

QUALIFICATION REQUIREMENTS: 




A. SPECIALIZED EXPERIENCE: You must have one year (12 months or 52 weeks) of full-time (normally 35-40 hours per week) of specialized experience which has equipped the applicant with the particular tasks to perform successfully the duties of the position, and that is typically in the occupation or directly related to the work of the position to be filled.  Experience includes conducting general, special or follow-up inspections to ascertain compliance and/or identify systemic problems and determine root causes.  To be creditable, this specialized experience must be equivalent in the level of difficulty and responsibility to that of the next lower grade level in the normal line of progression in the Federal service or comparable in difficulty and responsibility to the next lower grade level if outside of federal service.  Information regarding addressing tasks may be found on the following OPM website: http://www.usajobs.opm.gov/EI64.asp

SUBSTITUTION OF EDUCATION (TRANSCRIPTS ARE REQUIRED WITH APPLICATION): Successful completion of a master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if directly related to the work of the position. Such education must demonstrate the tasks necessary to do the work.
