The Aviation Enterprise Executive, Naval Surface Warfare Center, Indian Head, MD (NSWC IH). This is a Critical Acquisition Position in the Systems Planning, Research, Development and Engineering career field. Two Naval Warfare Centers, Surface and Undersea, provide highly competent people and facilities to lead and manage the development and support of Navy ships, weapons, and combat systems throughout their life cycles. The Naval Aviation Enterprise (NAE) supports the fleet and unified commanders by providing combat-ready Naval aviation forces which are fully trained, properly manned, interoperable, well maintained and supported. The incumbent supports the Warfare Centers mission related products within the NAE domain.
Major Duties
The Aviation Enterprise Executive, Naval Surface Warfare Center, Indian Head, MD (NSWC IH). This is a Critical Acquisition Position in the Systems Planning, Research, Development and Engineering career field. Two Naval Warfare Centers, Surface and Undersea, provide highly competent people and facilities to lead and manage the development and support of Navy ships, weapons, and combat systems throughout their life cycles. The Naval Aviation Enterprise (NAE) supports the fleet and unified commanders by providing combat-ready Naval aviation forces which are fully trained, properly manned, interoperable, well maintained and supported. The incumbent supports the Warfare Centers mission related products within the NAE domain.
Warfare Centers Enterprise Executives (WCEE) provide the interconnection and coordination with the NAVSEA Program Executive Offices (PEOs) that support the Naval Warfare Enterprises and equivalent customers from other Systems Commands, Services, Agencies, and the Warfare Centers. Enterprise Executives are the Warfare Centers Board of Directors' primary executives for monitoring, overseeing, and planning for the efficient sustainment of the technical capabilities necessary to support their assigned Enterprise Area. This is a nationwide responsibility. The WCEE has exceptional responsibilities with respect to stewardship of the capabilities. The WCEE ensures coordinated, PEO and customer-focused support regarding Warfare Centers' products and services, including joint proposals; elimination of redundancies; long-range planning and stewardship of technical capabilities; investments and implementation of work assignment criteria. The WCEE works with the assigned PEO and major customers to determine current and future requirements and translate those requirements into a strategic assessment and workload forecast for the Warfare Center Divisions.

Basic Eligibility Requirements:
The basic qualification requirement for this position is a bachelor's degree in a scientific or engineering field or a combination of education and experience. In addition, the incumbent must (a) have experience of sufficient scope and quality to be able to carry out efficiently the managerial and technical duties of the position, and (b) be fully qualified on the technical and executive core qualifications listed below.
MANDATORY TECHNICAL QUALIFICATIONS:
The incumbent is to describe fully but concisely how his/her experience supports each of the following technical factors:
1. Knowledge of defense organization, mission, and operations (including technologies, design, systems engineering, systems acquisition, engineering development, test and evaluation, logistics engineering, Fleet introduction, in-service support, and disposal).
2. Knowledge of, and competence in, broad areas of Naval air warfare systems and platforms science and technology; project management and execution; and research, development, test, and evaluation (RDT&E) acquisition policy.
3. Ability to assess current and projected mission requirements, capabilities, and workload in support of Navy Warfare Enterprises as applied to Navy's Laboratories and Engineering Centers.
4. Knowledge of business and financial management systems and principles, and the ability to plan and direct technical and business functions.
5. Ability to plan, direct, and resolve technical and business issues of complex air warfare systems, and skill in the management of engineering, research, development, test and evaluation (RDT&E) of complex systems.
EXECUTIVE CORE QUALIFICATIONS (ECQs):
The ECQs describe the leadership skills needed to succeed in the Senior Executive Service, and are in addition to the specific technical factors listed above. To assess the executive experience of each candidate, applicants who are applying for their initial career appointment in the SES must demonstrate, with specific examples, how their experience is relevant to exercising leadership in each of the five competencies. Current or former SES employees are not required to address the ECQs. A concise executive summary must show where and when the qualifications were obtained, the organizational setting in which the experience was acquired, (e.g. organizational size, level, and assigned fiscal resources), and a narrative discussion of the qualifications. The ECQs must not exceed 10 pages.

Special Requirements:
In accordance with Executive Order 12564, applicants selected are required to submit to a drug test and receive a negative drug test result prior to appointment.
Travel may be required.
Selectee must be able to obtain and maintain a security clearance.
Selectee will be required to complete and submit an Executive Personnel Financial Disclosure Report, SF-278, prior to entering the position and annually thereafter.
This position is designated a Critical Acquisition Position (CAP) and is subject to the following quality ranking factors per the Defense Acquisition Workforce Improvement Act (DAWIA) and Department of Defense (DoD) regulations. An applicant must:
Be a member of the Acquisition Corps (AC) prior to placement in the position, become a member, or obtain a position assignment waiver from the DACM prior to placement in the position;
Meet the Level III Career Field mandatory certification requirements within 24 months after assignment to the position;
Have 10 years of acquisition experience, 4 of which were in a critical acquisition position; and
Execute a CAP Service Agreement prior to assignment to the position.
This position is in the Systems Planning, Research, Developement and Engineering career field.
