The Chief, Telecommunications Operations Center is in the Office of the Chief Information Officer (CIO), National Weather Service (NWS).  The positions primary objective is to manage and support the NWS operational weather and communications systems and interface gateways to all domestic and international agencies, to support the integration of major improvement programs for these systems, and to serve as the principal advisor to the CIO and other NWS Leadership on information resources/system management. 



Major Duties

The incumbent, in the absence of the CIO, will perform the duties of the CIO to ensure continued leadership and support to NWS management in the effective management of Information resources.  The incumbent has full responsibility and authority for the discharge of the following essential organizational functions, but is not limited to:

1. Manage and operate the Telecommunications Operations Center to provide for the continuous, accurate, and reliable flow of weather data and information between all elements of the NWS field level organization, other operations centers, international and domestic governments, and private sector user communities.2. Provide for 24-hour- per-day remote maintenance, diagnostic and operational software assistance to NWS field locations.3. Collect and maintain data in support of centralized network data bases and archiving of operational weather data.4. Provide interagency and international liaison for real-time problem correction in the exchange of data with the NWS systems.5. Monitor the performance of operational weather systems to meet current and future operational requirements.  Develop and evaluate proposals for system improvements including the development of appropriate budgets to implement approved improvements.6. Develop and maintain operational software for the Telecommunications Operations Center, field locations, site-standard applications software, and software supporting other NWS operational weather systems. 7. Represent the NWS when attending international meetings on telecommunication issues with other governments, e.g., Australia, Japan, United Kingdom, etc., as well as lead committees at World Meteorological Organization meetings in Geneva

You must have one year of specialized experience at a level close to the work of this job that has given you the particular knowledge, skills, and abilities required to successfully perform. Typically we would find this experience in work within this field or a field that is closely related. Specialized Education:
You must show successful completion of a full course of study in an accredited college or university leading to a bachelor's degree or higher in engineering, physical science, life science, or mathematics.
You must be a U.S. citizen to qualify for this position.

In order to qualify for this position, the selectee must possess a Top Secret security clearance.

You will be required to make occasional travel.
