The National Science Foundation is seeking qualified candidates for the position of Program Director in the Directorate for Computer and Information Sciences and Engineering (CISE), Division of Computer and Network Systems (CNS), Education and Workforce (EWF) cluster.

CNS supports research and education activities that invent new computing and networking technologies and that explore new ways to make use of existing technologies. The Division seeks to develop a better understanding of the fundamental properties of computer and network systems and to create better abstractions and tools for designing, building, analyzing, and measuring future systems. The Division also supports the computing infrastructure that is required for experimental computer science, and provides leadership in the directorate’s education and workforce development activities.

A team of four Program Directors in the EWF cluster support projects that integrate research and education, improve computing education across all educational levels, and broaden the participation of underrepresented groups in computing research and education as well as the computing workforce at large. In doing so, the Program Directors work closely with colleagues in all three CISE divisions. They also represent the directorate’s interests in a suite of NSF- wide education and workforce development programs.

Major Duties

The Program Director will be responsible for implementing the merit review process for proposals submitted to the Broadening Participation in Computing program as well as other programs as assigned, conducting professional analyses of proposals received in the programs, and identifying the most meritorious proposals for award. The Program Director will negotiate technical and financial revisions of proposals as required, and recommend proposal awards or declinations based on the merit of the activities proposed and the availability of resources.  The Program Director will monitor the progress of awards managed through the review and evaluation of project reports, and site visits, where applicable.   The Program Director will manage grants, cooperative and interagency agreements to ensure fulfillment of commitments to NSF.  The Program Director will also contribute to the development of new solicitations and to the initiation of new programmatic thrusts.

Qualifications

Candidates must have expertise in the CISE related disciplines (computer science, computer engineering, and information science and engineering) and the ability to develop planning and implementation strategies that will broaden the participation of all under-represented groups in computing.  Applicants must have a Ph.D. or equivalent experience in a CISE-related discipline.  In addition, six or more years of successful research, research administration, and/or managerial experience in computing is required. Education completed in foreign colleges or universities may be used to meet the above requirements if the applicant can show that the foreign education is comparable to that received in an accredited educational institution in the United States. It is the applicant’s responsibility to provide such evidence when applying.
