This position is located in the Science and Technology (S&T) Directorate, Office of the Director of Test & Evaluation and Standards, Office of the Under Secretary for Science and Technology.  The mission of the Directorate is to develop and deliver effective and sustainable technologies and systems to anticipate, prevent, defeat, and mitigate catastrophic terrorist attacks on the Nation’s homeland and to enhance the conventional mission capabilities of other DHS operational areas.  This mission is accomplished through the research, development, testing, and evaluation and timely transition of new technologies and systems into the field.    



The Director, Test & Evaluation and Standards is responsible to the Under Secretary/Deputy Under Secretary for S&T for establishing and implementing policies and programs to support Test & Evaluation and Standards development and coordination efforts.  Provides oversight for the S&T Directorate Test & Evaluation and Standards budget (projected FY08 value: $25,881,000) managed through a staff of senior scientists and engineers.  The Director, Test & Evaluation and Standards will provide functional guidance and support to the S&T program execution divisions and line management for the Chief, Test and Evaluation Branch, and Chief, Standards Branch. 



Major Duties

As the Director, Test & Evaluation and Standards, you will work across all DHS components and entities to support Test and Evaluation programs and Standards Development efforts.  You will integrate T&E and Standards into the entire development and acquisition cycle via early and continuous evaluation of system test requirements, planning, and execution.

You will coordinate with other Federal agencies as required to adopt appropriate standards and implement effective T&E programs.  With the Standards Executive, you will support the development, coordination, and adoption of national standards and appropriate evaluation methods to meet Homeland Security mission needs.  You will work across DHS to coordinate T&E resources; ensure adequate T&E infrastructure; and verify attainment of technical performance specifications, operational effectiveness, and suitability.  You will assess, integrate, and coordinate Federal and non-Federal test assets, including but not limited to, colleges, universities, local government, and private research institutes and companies. 

You will attend and participate in national and international panels, committees, boards, and symposia related to T&E and standards mission area.  You will exchange information with other DHS officials and representatives of Federal, State, local, and tribal agencies, and academic and private sector organizations.

You will provide effective leadership and supervision for a senior staff of direct reports and provide oversight for contractor personnel.  You will perform the full range of supervisory duties to include planning and establishing work schedules, assigning work, determining performance standards and evaluating work performance, counseling employees on work and administrative matters, selecting candidates for vacancies, resolving complaints, effecting disciplinary actions, and promoting employee development.  You will personally comply with, and ensure that subordinates comply, with laws, regulations, and DHS policies pertaining to EEO and affirmative action, ethics, security, travel, safety, procurement, fiscal management, and other areas, as appropriate.

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Technical Qualifications and Executive Core Qualifications listed below.  Typically, experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent in the private sector.
