The position is located in the U.S. Department of Education,
Institute of Education Sciences, National Center for Education
Evaluation and Regional Assistance. The position is located in the
Evaluation Division of National Center for Education Evaluation and
Regional Assistance (NCEE). NCEE conducts unbiased large-scale
evaluations of education programs and practices supported by federal
funds, such as Reading First and Title I of the Elementary and
Secondary Education Act. As an Education Research Analyst, you will
plan, develop and conduct educational research of magnet schools,
special education, and career and technical education activities
within the Evaluation Division.

Major Duties
The incumbent plans, develops and conducts educational research of
magnet schools, special education, and career and technical education
activities within the Evaluation Division. Directs the work of
contractors conducting experimental and quasi-experimental
evaluations in education. Designs and implements experimental and
quasi-experimental studies in education, directs and reviews data
analyses, and interprets and critiques the empirical findings from
these studies. Reviews draft reports from contractors conducting
data analyses from experimental and quasi-experimental studies.
Conducts projects to implement new programs. Conducts research
projects involving the analysis of policy-related issues.
Establishes criteria and plans to monitor research performance to
ensure that requirements are met and/or established procedures or
system designs are changed to meet such requirements. Researches and
develops evaluation criteria for procurement, grant review
process, and competitive selection of awardees. Initiates, plans,
and participates in Federal, State and local meetings, workshops,
seminars, and conferences for the purpose of providing information,
technical assistance and training to education professionals on the
Evaluation Division's activities.

Basic Requirements:
A. Degree that included or was supplemented by at least 24
semester hours of coursework in a field related to the work of the
position to be filled (as presented in the description of duties), of
which at least one course was in research methods and at least two
courses were in statistics. OR
B. Combination of education and experience - (including at least
24 semester hours in a field related to the work of the position to
be filled, including at least one course in research methods and two
courses in statistics, plus appropriate experience or additional
education). The experience must have demonstrated (1) a thorough
knowledge of the principles underlying the work of this series, and
(2) understanding, both theoretical and practical, of the methods and
techniques applied in performing work in this series.

52 weeks of specialized experience that equipped the applicant with
the particular knowledge, skills, and abilities to perform
successfully the duties of the position, and that is typically in or
related to the work of the position to be filled. To be creditable,
specialized experience must have been equivalent to the GS-11 level
in the Federal government. (Examples of such experience include
generating research evaluation information for the purpose of
assessing the progress of research projects; participating in
meetings with representatives of other research projects to
coordinate developmental activities and to integrate with
organization's mission; advising applicants on requirements for
submitting research proposals for grants/procurements; reviewing and
evaluating research; reviewing and evaluating research proposals for
completeness, soundness of research objectives, and suitability in
terms of established criteria for judging proposals.)

OF CONTRACTORS IN CONDUCTING EXPERIMENTAL OR QUASI-EXPERIMENTAL

Salary Range: 69,764.00 - 90,698.00 USD per year
