NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted position that requires membership in a compatible military assignment in the Utah National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the Utah National Guard must be eligible for immediate membership and employment in the Utah National Guard.

Major Duties

Serves as the single point of contact for the initiation, development, and execution of all environmental activities and development of installation regulatory guidance. Accomplishes long range base planning of environmental programs.  Serves as the Environmental Program Manager for the ARNG which involves the implementation and monitoring of various environmental programs as outlined in ARNG regulations, directives and policy guidance such as: air and water permitting, Installation Compatible Use Zone Studies (ICUZ), solid and hazardous waste disposal and handling programs, pollution control, PCB disposal management, underground storage tank management, Environmental Compliance Assessment and Management Program (ECAMP), Installation Restoration Program (IRP), cultural and natural resources, endangered species, historical sites and archeology management, etc. Interprets and implements policy and directives. Identifies and resolves environmental problems to include the development of Environmental Assessments (EA), Environmental Impact Statement (EIS), Spill Prevention Control and Countermeasures (SPCC) Plans, etc. and managing all programs properly to ensure environmental compliance. Reviews plans, specification designs, etc. prepared for the purpose of ensuring conformance with environmental standards.  Coordinates ARNG level facility environmental plans, programs and projects. Serves as primary point of contact to regulatory agencies on environmental matters to civilian authorities for installation project development that may have an impact on surrounding communities dictated by the National Environmental Policy ACT (NEPA); for federal, state and local notification of air and water quality construction, toxic and hazardous waste permits and other environmental projects; and initial and ongoing installation restoration program (IRP) efforts.  Serves as the ARNG contact and spokesperson with local, federal and state regulators. Develops regulations and directives and management plans required to establish an environmental program that complies with federal, state, and local regulations. Uses agency directives as broad policy in developing these regulations.  Reviews, initiates corrective action, coordinates with NGB on all notices of violations, compliance orders, notices of noncompliance, and other related environmental violations.  Conducts surveys, inspections, and evaluates activities to identify and initiate corrective actions for environmental deficiencies.  Functions as the ARNG Environmental Management Coordinator and responsible for developing and managing the base environmental program to conform to federal, state, and local rules and regulations (e.g., 29 CFR (OSHA), 40 CFR (EPA) and 49 CFR (DOT)).  Develops and manages base environmental training programs. Prepares and manages detailed operating plans and base regulations. Maintains applicable federal, state and local environmental standards, regulations and laws.  Responsible for implementation, administration, and records maintenance of the hazardous waste management training program for ARNG personnel.  Manages the environmental permitting process to include; air, waste water discharge, pretreatment discharges, drinking water, and hazardous waste storage disposal or transportation.  Develops the ARNG Environmental Program State Operating Budget ensuring that valid cultural and natural resources program requirements are properly identified, justified, and considered in program work plans. Manages assigned program funds. Assists with program funds distribution and obligation.  Reviews all environmentally related actions on work requests, real property actions, and proposed changes for environmental impact. Reviews designs for environmental compliance and initiates projects to correct environmental deficiencies.  Notifies federal, state and local agencies on matters dealing with legally binding reporting requirements.  Establishes procedures for ARNG underdevelopments/interagency (state and local agencies) coordination of land, facilities, environmental plans, and disagreements. Refers technical disputes which cannot be resolved by the base, state regulatory agency and/or regional EPA office to NGB.  Reports immediately to the Commander on matters which impact the installation or community environment or could bring a notice of violation or fine from regulatory agencies.  Performs other duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES: For successful performance in this position, each applicant must fully justify on their application how they meet each KSA listed.




1.  Knowledge of environmental rules, regulations, principals and techniques, which will provide the incumbent with sufficient skills to accurately analyze and respond to a wide variety of complex environmental issues and concerns.




2.  Knowledge of governing Federal, State and local laws, regulations, codes etc.




3.  Ability to write and orally communicate techniques sufficient to clearly explain and describe environmental issues, problems, and solutions to diverse groups of federal, state, rural and community landowners, residents, and representatives when establishing land use changes for training areas and construction.




4.  Ability to access the impact of the installation's activities regarding public safety, ecology and environment involving matters which are directly or closely related to public welfare and the protection of natural resources.




5.  Ability to adapt standard practices, equipment, and techniques in developing technical parameters and preparing justification for development of plans for improvement, alteration or the construction of new facilities.




GS-11 requires 36 months of specialized experience.

Permanent Change of Station (PCS) is not authorized.




Soldiers who accept a technician position will be terminated from the Bonus and Student Loan Repayment Program (SLRP).




Indefinite positions may be converted to permanent status without further competition.
