QUALIFICATIONS REQUIRED:
Applicants must meet the experience, knowledge, skill and ability requirements which are briefly described below. Detailed experience requirements and allowable substitutions of education are specified in the Qualification Standards Handbook or other approved qualification guidelines available in Federal personnel offices. All qualified candidates for this position must possess one year of specialized experience at least equivalent in scope and difficulty to the next lower grade level or allowable educational substitution.
Specialized experience is experience which provided the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is typically in or directly related to the work of the position to be filled. Creditable specialized experience must have been substantially beyond general clerical, office, or other work which may merely have indicated the ability to acquire the particular knowledge and skills needed to perform the duties of this position. Technical duties may have included the following knowledges, skills and abilities:
1. Knowledge of Financial Management Systems and Benefits Delivery Network systems and the ability to interpret output data and prepare input.
2. Ability to audit and research payment history and decide the cause of the overpayment.
3. Knowledge of accounting extensive techniques and procedures sufficient to understand account relationships and account structure and to process a wide variety of transactions.
4. Knowledge of an organizations accounting structure and automated system(s).
5. Knowledge of organizations regulations, procedures, and policies.
6. Familiar with benefits programs and complexities surrounding them.
7. Knowledge of an extensive body of regulations, rules, procedures and operations relevant to the operation of accounts receivable.
8. Proficient in various software programs.

COMBINING EDUCATION AND EXPERIENCE: You can meet total qualifications for this job by combining specialized experience and appropriate education according to the following formula: (a) your total months of full time specialized experience as a percentage of a 12 month total; PLUS (b) your total number of qualifying semester or quarter hours as a percentage of four years of education beyond the high school level. The total of the two percentages must equal at least 100 percent.
