Major Duties
This position is located in the Office of Inspector General. The
incumbent will provide expert legal advice on a broad range of
issues relating to the investigative and auditing initative of the
OIG. These issues require consideration of intricacies of criminal,
civil, and administrative law, practice and procedures. Provides
legal guidance and assistance in the conduct of audits and
investigations of potential crime, civil or administrative
violatiions which include: reviewing requests for and recommending
issuance of subpoenas; issuing formal written opinions on
investigative and audit authorities; providing legal interpretations
of laws, regulations, policies, or opinions of the Comptroller
General; and referring questions which require more in depth
interpretation to higher level or appropriate authority.

Applicants must meet

position. Candidates must have held the next
lower grade or have equivalent education and/or
experience in the normal line of progression for
this position for a least one year.

Professional law experience:
Professional law experience is experience that has equipped the
applicant with the particular knowledge, skills and abilities to
perform successfully the duties of the position to be filled.
For GS-14: Applicants must possess at least three years of
professional law experience and at least one year must be equivalent
to the GS-13 level in the Federal Service. See specialized

For GS-15: Applicants must possess at least four years of
professional law experience and at least one year must be equivalent
to the GS-14 level in the Federal Service. See specialized
experience below.
Specialized Experience: Specialized
experience is experience which is in or directly
related to the line of work of the position to be
filled and which has equipped the applicant with
the knowledge, skills, and abilities to
successfully perform the duties of the position.
Applicants must have a minimum of one year of
specialized experience in or equivalent to the
next lower grade level in the Federal service.
For this position, specialized experience at the GS-14 level
includes the following:
conducting legal research and preparing legal documents;
developing research strategies for complex legal issues;
writing documents to include briefs, issue papers, and report
summaries with analyses and recommendations;
making oral presentations, communicating research results, and
defending legal positions; and
experience providing legal guidance to attorneys and other
professionals.
Specialized experience at the GS-15 level includes the following:
ability to analyze complex legal and technical issues
ability to prepare comprehensive legal documents
experience providing legal guidance to attorneys and other
professionals
have the ability to interact with individuals at all levels
of authority
and reviewing and editing decisional documents.
You must meet the minimum
basic educational requirements for Attorney
positions. Education requirements include: a
professional law degree JD, LL.B., and/or LL.M.

Background Investigation
A background investigation will be required of
all new hires to the FCC. Employees will be
required to undergo an investigation based on the
new position's risk/sensitivity level if the
employee has not been appropriately
investigated. The nature of the background check
will be based on the risk designation assigned to
the position. The investigation can range from a
National Agency Check with Investigation, Minimum
Background Investigation, Limited Background
Investigation, or Background Investigation.
Continued employment will be subject to the
successful completion of the investigation and
favorable adjudication.
