Major Duties


The primary purpose of this position is to provide emergency police, fire and medical services to the base populace by answering emergency 911 calls and initiating responses with appropriate personnel and equipment. Maintain an accurate status of all emergency response equipment and personnel to ensure prompt and accurate response. This equipment includes police, fire fighting, hazardous materials, wild land fire fighting, technical rescue, and ambulance services.  The incumbent provides, emergency 911-call taking and dispatching services.  Perform Emergency Medical Dispatch (EMD) services to callers with medical emergencies.  Maintain maps, checklists and charts, including automated programs.  Operate telephones automated data processing equipment, printers, recorders, facsimile equipment, and other devices installed in the dispatch center.  Prepare and maintain reports and records relating to emergency responses.

This position is currently a GS position.  Upon conversion to the national security personnel system (NSPS) this position may be converted to a corresponding NSPS pay banded position at which time pay may be negotiated in accordance with NSPS regulations.

2. Determine nature of emergency and which response agency and/or service to render based on the 911 call received.

3. Dispatch the correct emergency force based upon the information received and the 911 center checklist.

4. Maintain constant liaison with the scene of the emergency to include, fire officials, fire stations, police, medical and any other unit control centers involved until official termination of the incident.

5. Use independent judgment to determine which calls need immediate attention.

6. Prioritize multiple emergency and non-emergency calls to determine appropriate response levels, based on the needs of the emergencies in progress.

7. Perform crisis intervention with distraught emergency callers during high-risk situations until emergency units arrive on scene.

8. Monitor various emergency radios, including police, medical and mutual aid frequencies and provide information to the senior fire official.

9. Transmit and/or relay requests for mutual aid through other Public Safety Answering Points and transmit these to/from the senior fire official.

10. Transfer callers to the proper agency and dispatch a variety of emergency responders, including police, fire, ambulance, rescue or hazardous materials unit.

11. Verify location and call back number for medical patient, and determine the severity of the emergency situation using Emergency Medical Dispatch (EMD) checklist.

12. Determine the significant facts relating to the victim such as chief complaint, consciousness and breathing.

13. Instruct caller on how to perform CPR, Heimlich maneuver, opening an airway, controlling breathing and/or emergency childbirth.

14. Maintain continuous contact with the call, when appropriate, during emergency situations and give instructions regarding what to do, what not to do, prior to the arrival of emergency personnel.

15. Maintain a current automated outage status file and ensure oncoming senior fire officials receive current outage reports.

16. Maintain an automated activity log of all significant daily events, vehicle movement, emergencies in progress, and/or notifications received through the 911 center.

17. Maintain proficiency in the use of computerized mapping programs used during search and rescue and hazardous materials operations.

18. Operate communication equipment for the hearing impaired (TDD), conveying messages or taking appropriate emergency action as required.

19. Maintain and operate computerized systems including the Dictaphone computerized recording system, the hazardous materials information system and the Fire House database management system.

20. Prepare Incident Reports, utilizing the correct response codes and categories to complete the response report for each emergency incident.

21. Provide statistical data regarding medical emergencies to the 911 Center Supervisor.

22. Enter critical patient information in the computer to determine the correct level of emergency response required.

23. Compile, collate and verify alarm statistics generated by or processed through the communications center and transmit data to specified agency.

CONDITIONS OF EMPLOYMENT:








Incumbent must obtain International Fire Service Accreditation Congress Certification as a Tele-communicator I & II when course becomes available


Required to work alternate work schedule, which requires an uncommon tour of duty (including weekends, nights and holidays).


Perform critical services regardless of weather conditions or base closure and report to the duty station at the regularly scheduled work time.


May be required to respond on off-duty time during a conflagration, or stay over until an emergency has been terminated or until properly relieved by a qualified dispatcher.


Works in close harmony with supervisors, co-workers and others during day-today routines and during emergencies.  Is required to maintain good working relationships with on and off-base agencies, maintaining a consistently courteous attitude at all times. Keeps calm and cool during emergency situations.


Able to obtain and maintain a current CPR within 90-days of appointment.


Participates in recurrent proficiency training, as required.


Must obtain Hazardous Materials Awareness certification within 14 days of appointment.
