This position is located in an agency's Division office. You will
be assigned ongoing responsibility for personally administering the
Federal Motor Carrier Safety Program on a State-wide basis. This
encompasses motor carriers and shippers of all types and sizes. In
promoting and enforcing compliance with the applicable laws and
regulations, you will act independently within general program
objectives and a largely self-developed and self-adjusted area work
plan.



Major Duties

The Motor Carrier Safety Investigator:

Plans and conducts unannounced roadside inspections of
interstate commercial motor vehicles and driver's documentation to
spot-check over-the-road operating practices and carrier or driver
compliance with applicable safety regulations; notes deficiencies and
declares out-of-service any vehicle found to be imminently hazardous
to highway safety, or any driver found to be in violation of the
hours-of-service.

Plans, schedules, and carries out activities designed to
improve highway safety and increase compliance with appropriate
safety related regulations in major program areas such as the
following: MCSAP, HM, CDL, SAFESTAT.

Conducts investigations into alleged violations either as
follow up to an audit or in response to complaints; upon advice and
approval by the supervisor, initiates enforcement investigations to
develop supportive evidence of the kinds and volume needed to sustain
criminal or civil forfeiture actions, cease and desist orders, or
other proceedings.

Provides written or oral interpretations of the regulations
within the framework of the operations manual and other guides;
drafts letters, memoranda, and internal reports to respond to
questions on a variety of technical subjects; maintains liaison and
effective working relations with other Federal and State officials
involved in highway safety.

Generate Fax Cover Sheets for Supporting documentation

After completing the core questions, you will be prompted to
generate the fax cover sheets required to submit your supporting
documentation. Based on the "Required Documents" section, select the
documents you should submit. Print out a fax cover sheet specific to
each of the appropriate documents. Once submitted, the system will
store these documents and include them with all future applications.
It is your responsibility, though, to ensure that they are current.


Complete the online vacancy questions

carrier safety regulations and procedures, compliance enforcement,


inspection, and investigative skills.

this position, you must have completed 1 full year of graduate level


education or superior academic achievement in a field related to the


position being advertised.

For the GS-9, you must have at least one


full year of specialized experience equivalent to the work performed


at the next lower grade level for this occupation. The specialized

the knowledge, skills, and abilities necessary to do the work. For


this position, you must have completed master's or equivalent graduate


degree or 2 full years of progressively higher level graduate


education leading to such a degree or LL.B. or J.D., if related in a

For the GS-11, you must have at least one full year of

regulations, security regulations, hazardous materials regulations and


related regulatory guidance.

degree or 3 full years of progressively higher level graduate


education leading to such a degree or LL.M., if related in a field

For the GS-12, you must have at least one full year of


specialized experience equivalent to the work performed

Experience in applying Motor Carrier Safety Assistance


Program (MCSAP), Commercial Driver's License (CDL), Truck Size and


weight, reasonable access, and drug testing/alcohol programs as well


as applicable state and international laws and regulations.

TIME LIMIT FOR MEETING QUALIFICATIONS: Applicants must


meet all qualification requirements by the closing date of this


announcement.




TIME-IN-GRADE REQUIREMENTS: Under merit promotion


procedures, Federal applicants must have served 52 weeks at the next


lower grade to satisfy time-in-grade restrictions contained in 5 CFR


300, Subpart F.


Selected applicants must satisfy the following conditions of


employment:




The employee must drive a motor vehicle in order to drive to


and from assigned trucking companies to conduct compliance reviews.


The employee must maintain a valid State driver's license to perform


these official duties.




Tentatively selected candidates are required to undergo


urinalysis in accordance with the Drug and Alcohol-Free Departmental


Workplace Program of the U.S. Department of Transportation.




Overnight travel, ranging from approximately 1 to 3 weeks per


month, away from the official duty station is required in order to


complete training assignments and perform official business.




You must successfully complete a residential 9-week formal


training course. Travel to and from this residential training will be


paid as allowed by government travel regulations. Individuals who do


not successfully complete the training academy will be separated from


employment with the Federal Motor Carrier Safety Administration.




You may be required to travel to a foreign country; e.g.


Mexico or Canada, to carry out work assignments.




You must be able to obtain and maintain a government travel


credit card. Failure to obtain and maintain the credit card will be


groundsfor termination of employment.




Satisfactorily complete thirty-two (32) FMCSA Level I or V


commercial driver/vehicle inspections annually (for purposes of


certification annually means every fiscal year). Level I inspections


include all driver documentation and complete vehicle


examination.






A background investigation will be required for this


position.




One Year Probationary Period: Applicants selected under


delegated examining procedures may be required to successfully


complete a one-year probationary period.
