Agreements Management Division.

This position has no promotion potential. However, starting
salaries may be set anywhere within the pay range of the pay band.

This position is covered by an Alternative Personnel Management
System (APMS). This system replaced the General Schedule pay plan;
GS and it's grade structure. Under the APMS system, positions are
designated by career path and pay band. The ZA-IV level is
equivalent to the GS-13/14 grade level.

NIST's unique Alternative Personnel Management System (APMS),
which replaced the Federal GS Pay Plan and structure at NIST, allows
us the flexibility to offer higher salaries, including a supervisory
differential, not available in most other Federal agencies.
Moreover, employees are eligible to receive an annual pay increase
and bonus based upon performance.

Major Duties

The incumbent serves as the Senior Grants Specialist. As the Senior
Grants Specialist, the incumbent is an authority on business
dynamics of recipient community, financial matters, and indirect
cost issues for funded and unfunded actions. The incumbent serves as
Research and Construction expert/authority to plan, execute, and
administer highly complex, specialized, politically sensitive,
programmatically critical financial assistance programs & awards for
TIP and all NIST laboratories. He or she will also provide customer
relations & liaison, monitor recipient activity, initiate & approve
administrative & corrective actions and have signature authority to
approve unfunded grant & CA actions.
