The Physical Therapist is assigned to the Physical Medicine and Rehabilitation Service (PM&RS) and provides physical therapy services to the veteran population enrolled in the Home Based Primary Care (HBPC) Service through the Beckley VA Medical Center. Services include the provision of high quality and safe rehabilitative treatment, coordination of care with other pertinent VA services and clinical education / consultation regarding occupational therapy to staff and students. This position involves regular independent travel to patients' home. The Physical Therapist is responsible for screening of potential clients as needed; accepting and responding to HBPC therapy consults in compliance with PM&RS and HBPC policies; evaluating the patient’s functional, physical, and / or psycho-social abilities while considering the patient’s capacities, the activities, and the environments in which these activities occur; evaluating the home environment with regard to safety and accessibility issues; collaborating with the patient in the evaluation process; following defined protocols when standardized assessments are used; recommending additional consultations or resources when the needs of the client can best be served by the expertise of other professionals or services; evaluating medical needs for orthotic, prosthetic or other adaptive equipment in accordance with medical center policies and educating the patient & family about safe & correct use; reviewing pertinent patient data using the medical record and, as needed, remote data from VistaWeb; develop a treatment plan directed toward achieving the maximum level of functioning within the home, consulting with other PM&R disciplines as indicated, and developing the plan in collaboration with the patient and caregiver; identifying general contraindications to treatment; scheduling and coordinating treatment with other VA services.

QUALIFICATIONS:
a. Citizen of the United States.
b. A baccalaureate degree in physical therapy or an equivalent certificate in physical therapy from an accredited college or university and completion of a physical therapy clinical practice program. Both the education and clinical practice program must have been approved by the Commission on Accreditation in Physical Therapy Education and have been completed at an accredited college or university. Verification of approved programs may be obtained from the American Physical Therapy Association website.
c. Current, full, active, and unrestricted license to practice physical therapy in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or in the District of Columbia. A PT who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in chapter 3, section B, paragraph 16 of this part.
EXPERIENCE: To be creditable, experience must have demonstrated possession of the knowledge, skills, abilities and other characteristics associated with current professional physical therapy practice. The experience or education must have been gained within 3 years prior to the date of appointment. Experience as a graduate PT is creditable provided the candidate was utilized as a PT and subsequently passed the licensure examination. Graduate education and graduate degrees may be substituted for experience through the GS-11 level, but only if they are from a college or university program recognized by APTA, or from an accredited college or university in a field related to physical therapy (e.g., exercise physiology, geriatrics/gerontology, rehabilitation counseling, allied health education, health systems administration, anatomy, kinesiology, physiology or health science). Graduate education or a graduate degree in a field related to physical therapy must be from a college or university which was regionally accredited at the time the candidate completed the program. Information on accredited colleges and universities is contained in Accredited Institutions of Post Secondary Education, which is published annually by the American Council on Education, One Dupont Circle, Washington, DC 20036. To substitute graduate education or a graduate degree, it must have been completed after the individual met the basic requirements for appointment in paragraph 2 of section A.
