The position is located in the Office of Corporate and Global
Partnership Development, in the Office of Nuclear Energy (NE). This
office is responsible for the direction and oversight to the uranium
stewardship programs, with responsibility for analyzing and
formulating uranium stewardship policy to generate the development
of plans, strategies, and objectives for national and international
stewardship program activities; managing the acquisition, purchase,
inventory, and sale, transfer, or other disposition of natural,
enriched, and depleted uranium materials for which NE is
responsible; evaluating the impact of the Department of Energy (DOE)
actions on the viability of the domestic and international uranium
industry; advising senior management in DOE and other agencies on
program policy and legislative issues that need to be addressed;
and representing NE/DOE to the uranium industry, foreign
governments, and international organizations on uranium program
matters.
The duties and responsibilities of this position require that the
incumbent have access to documents and/or material containing Secret
Restricted Data regarding sensitive issues concerning uranium
stewardship activities and Russian uranium purchases. Therefore,
the position demands the highest degree of public trust and requires
that the incumbent possess a DOE "Q" clearance.
Major Duties
- Provides leadership in developing and implementing policies for
NE uranium stewardship programs and activities; analyzing and
resolving highly complex national and international issues critical
in achieving program objectives in developing program goals,
priorities, plans, and budgets; and defining plans and resource
requirements to the Department, Office of Management and Budget
(OMB), and Congress.
- Leads development of long-term strategies for implementing NE
uranium stewardship program plans to achieve established goals in
collaboration with other DOE organizations, other executive
agencies, domestic utilities and uranium mining, conversion, and
enrichment industries. Performs expert analysis of uranium markets,
supply and demand, domestic and worldwide inventories, fuel cycle
technologies, and security of domestic enrichment.
- Directs DOE uranium stewardship activities encompassing industry
uranium fuel cycle interfaces, uranium purchases, sales, and supply
(including natural, enriched, and depleted uranium), safeguards, and
other program functions with significant domestic and international
economic and policy implications. Provides leadership to these
programs; assures effective integration, and performs a broad range
of assessments and analyses resulting in comprehensive reports and
recommendations to senior DOE management and Congress.
- Directs development and evaluation of options regarding sale or
transfer of low enriched uranium (LEU) to USEC Inc. or other
entities after completion of mandated transfers to the USEC Inc. and
assessment of potential impacts on the domestic uranium industry;
and recommends the most beneficial disposition of the material.
- Oversees the Department's natural uranium and LEU inventories
disposition program, and prepares the statutorily required
Secretarial determinations with regard to proposed sales of excess
uranium inventories for DOE, and advises senior management on the
disposition of U.S. highly enriched uranium (HEU).
- Performs other duties as assigned.
