This position is located in the Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), National Preparedness Directorate (NPD), National Integration Center (NIC), Incident Management Systems Integration (IMSI) Division.  The incumbent of this position will serve as Program Specialist and perform analytical work that involves the management, development, coordination and evaluation of Federal, State or local government emergency preparedness plans, procedures, capabilities and exercises.

Major Duties

Organization:  This position is located in the Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), National Preparedness Directorate (NPD), National Integration Center (NIC), Incident Management Systems Integration (IMSI) Division.  This division is responsible for the management, organization, coordination and implementation of the National Incident Management System (NIMS), the National Resource Management and Credentialing System, the National Response Framework (NRF) and associated incident management and preparedness doctrinal tools, resources and materials.Primary Purpose: The purpose of this position is to serve as Program Specialist and perform analytical work that involves the management, development, coordination and evaluation of Federal, State, tribal or local government emergency preparedness plans, procedures, capabilities and exercises.    Specific Duties:Serves as Program Specialist and performs analytical work that involves the management, development, coordination and evaluation of Federal, State, tribal or local government emergency preparedness plans, procedures, capabilities and exercises.   

Reviews, analyzes and coordinates the preparation of, or comments on emergency management-related plans, policies and doctrine.  Recommends solutions for doctrine and publication coordination and enhancement.

Prepares a variety of correspondence and inquires, often involving complex and sensitive subjects, from Members of Congress, the White House, Federal, State and Local government and public interest groups.

Researches existing laws and regulations, recommends changes or modifications.  Identifies the need for and initiates, monitors and evaluates, the results of special studies and research on technical aspects of emergency management program practices. 

Plans and develops planning strategies to strengthen state and local governments in their individual capacities for dealing with emergencies.

Assists in the revision of national documents including the National Response Framework and National Incident Management System.

Performs other related duties as assigned.

Specialized Experience Requirements:  Applicants must have one year of specialized experience at or equivalent to the next lower grade level in the Federal government.  Specialized experience is experience that equipped the applicant with the knowledge, skills and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. 

QUALIFICATIONS: GS-12

Applicants must have one year of specialized experience at or equivalent to the GS-11 grade level that involved the management, development, coordination and evaluation of Federal, State or local government emergency preparedness plans, procedures, capabilities and exercises.  This experience must have required the applicant to apply analytical ability, judgment, discretion, and expert knowledge of emergency management sufficient to provide guidance, advice and interpretation of emergency management rules, regulations, directives, policies and standards.

QUALIFICATIONS: GS-11

Applicants must have one year of specialized experience at or equivalent to the GS-09 grade level that involved the development, coordination and evaluation of emergency preparedness plans, procedures, capabilities and exercises.  This experience must have required the applicant to apply analytical ability, judgment, discretion, and a working knowledge of emergency management rules, regulations, directives, policies and standards.

OR

Applicant must possess a Ph.D. or equivalent doctoral degree, or must have completed 3 full years of progressively higher level graduate education leading to such a degree or LL.M program.  To be qualifying, education must be in emergency management, crisis management, homeland security or a directly related major field of study that demonstrates applicant’s knowledge, skills, and abilities necessary to do the work.

QUALIFICATIONS: GS-09

Applicants must have one year of specialized experience at or equivalent to the GS-07 grade level that involved the development, coordination or evaluation of emergency preparedness plans, procedures, capabilities and exercises.  This experience must have equipped the applicant with basic analytical skill and a working knowledge of emergency management.

OR

Applicant must possess a master's or equivalent graduate degree, or must have completed 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D program.  To be qualifying, education must be in emergency management, crisis management, homeland security or a directly related major field of study that demonstrates applicant’s knowledge, skills, and abilities necessary to do the work.
