The incumbent serves as Realty Assistant in providing assistance in preparing realty correspondence, maintenance of logs and clearing and categorizing files to support he management of the subsurface leasing, leasing, permits, easements and rights-of-ways for a Eastern Navajo Agency, Branch of Real Estate Services.  The incumbent communicates with beneficiaries, lessees, land owners, and other interested parties about the contracting process, options, and other needs and documentation.  Serves as an assistant assuming a wide responsibility of proceeding with advertisements of tracts, negotiating for leasing activity and of processing leases, assignments, permits and agreements in the absence of the immediate supervisor.  Assists in identification of lands available for lease from expiring leases or through review of idle lands reports.

Major Duties

What are the major duties performed in this position?  The incumbent serves as Realty Assistant in providing assistance in preparing realty correspondence, maintenance of logs and clearing and categorizing files to support he management of the subsurface leasing, leasing, permits, easements and rights-of-ways for a Eastern Navajo Agency, Branch of Real Estate Services.  The incumbent communicates with beneficiaries, lessees, land owners, and other interested parties about the contracting process, options, and other needs and documentation.  Serves as an assistant assuming a wide responsibility of proceeding with advertisements of tracts, negotiating for leasing activity and of processing leases, assignments, permits and agreements in the absence of the immediate supervisor.  Assists in identification of lands available for lease from expiring leases or through review of idle lands reports.  Reviews the transaction, including the application, land description, appraisal, NEPA, TSR, and other clearance to determine completeness of documentation needed for compliance with statutory authority, laws, regulations, tribal ordinances, policies, and procedures. Works with Land Titles and Records Office to determine ownership to authorize distribution of funds.  Assists Realty Specialist (Contract Management) to ensure that all parties are in compliance with the terms and conditions of the contract.  Initiates correspondence regarding proposed leasing authority or that regarding leasing activity in force in reply to correspondence and/or inquiries of a routine nature by utilizing a person computer.  Screens incoming correspondence, exercise resourcefulness in preparing replies in routine inquiries regarding surface leases and permitting and assembles any required supplemental material and submits for signature.

Do you have the following qualification requirements?  The amount of experience and/or education required to qualify for this position is contained in the Office of Personnel Management Qualification Standards Operating Manual.  The requirements for:

GS-05:  1 year specialized experience equivalent to at least GS-4 level, or 4 years above high school.

GS-06:  1 year specialized experience to equivalent to at least GS-5 level.

GS-07:  1 year specialized experience to equivalent to at least GS-6 level.


What is specialized experience for this position?  Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA’s) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. 

What kind of Education is needed for this position?  Successfully completion above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite is creditable at grades GS-3 through GS-5.  This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university.

PROFICIENCY REQUIREMENTS:   In addition to meeting experience or education requirements, applicants for this position must show possession of Office Automation skills, and must have typing proficiency of 40 words per minute.  Applicants must meet these requirements by passing the appropriate performance test, presenting a certificate of proficiency from a school or other organization authorized to issue such certificates by the Office of Personnel Management local office, or by self-certifying their proficiency.
