The Veterans Benefits Administration (VBA) is responsible for providing comprehensive benefits and services to America's veterans and their families, including compensation and pension, education, vocational rehabilitation, loan guaranty, and insurance benefits. A position at the VBA may find you working one-on-one with veterans and their families or developing systems and procedures that manage benefits and services for veterans.
Major Duties
PLEASE READ THIS SECTION CAREFULLY!WHO MAY APPLY (Eligibility Requirements) - If you do not meet the criteria described below, you will not be considered for this position. U.S citizenship is mandatory. Preference Eligibles and Veterans Separated Under Honorable Conditions Who Substantially Completed a 3-Year Term of Continuous Active Service (VEOA Eligibles) must submit a copy of the DD 214 which shows the type of discharge—typically found on the Member 4 copy), or if applicable, Purple Heart award. If applicable, applicants may also submit a completed Standard Form 15 with a letter from the Department of Veterans Affairs (dated 1991 or later) or Armed Forces branch certifying receipt of service-connected disability or disability pension. Transfer or Reinstatement Eligible Applicants are current or former federal employees who meet the specialized experience or education requirements for the position being recruited. Applicants must have held or be currently holding a position in the competitive service unless an Interchange Agreement exists (please contact the HR Center at the above number for verification, if needed). A copy of the most recent or last SF 50, Notification of Personnel Action, and performance appraisal must be provided (do not submit an Incentive Award SF 50). Note: Transfer and Reinstatement applicants must also meet time-in-grade requirements as outlined under Minimum Qualification Requirements. VA Career Transition and Assistance Program (CTAP) and Interagency (ICTAP) Eligibles: In accordance with VA Handbook 5330, a CTAP/ICTAP eligible will receive special selection priority consideration if (1) applying at or below the grade level from which separated with no greater promotion potential than the position from which separated, (2) is within the commuting area, and (3) is determined to be “well qualified” for this position. This means that you must have performed duties wherein you were responsible for financial systems and/or administrative operations, and analyzed and evaluated the effectiveness of management programs and controls, operating procedures, or work flow. Copies of the RIF notice, Certificate of Expected Separation, or other documentation issued by the agency that identifies you as being surplus are required. Additionally, a copy of your latest SF 50, Notification of Personnel Action (which shows your current title, series, grade and salary, do not provide an Incentive Award SF 50 as it does not reflect this information) and performance appraisal are required.Major Duties and Responsibilities:The Administrative Officer serves as the Chief, Support Services Division, which encompasses the Finance and Administrative activities. The incumbent has responsibility for planning, directing, coordinating, analyzing, and monitoring the Support Services Division activities at the Newark VA Regional Office. The incumbent has full responsibility for the timely and cost-effective support services (administrative, finance, and facilities) necessary to meet all Regional Office accountabilities including the implementation, development, and management of these program areas. The Administrative Officer serves as a consultant to management on all aspects consistent with current law, VA policies, as well as the policies and regulations of applicable federal agencies (General Services Administration, Treasury Department, the General Accounting Office, etc.) Technical and administrative advice and guidance are provided to all levels of the Regional Office regarding the implications and impact of law, regulations, and policies on program-related actions and decisions. Serves as the technical expert on all fiscal matters concerning the station’s activities, including serving as the station’s Finance Officer. The Administrative Officer is also responsible for program and organizational analysis, program oversight, and management improvement studies. Minimum Qualification Requirements:
1. All applicants meeting the above eligibility requirements (“Who May Apply” section) must also possess specific specialized experience and/or education, by the closing date of the announcement, as described below:
Specialized Experience: Applicants must have one year of specialized experience equivalent to the next lower grade that has equipped them with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Specialized experience is experience gained in a position that required you to (1) be responsible for financial systems and/or administrative operations and (2) to analyze and evaluate the effectiveness of management programs and controls, operating procedures, or work flow. Candidates must also have demonstrated in their work experience or training that they possess, or have the potential to develop, the qualities to successfully supervise.
Education: At the GS-11 level, applicants may substitute a Ph.D. or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree. Education is not applicable at the GS-12 level. A copy of your graduate transcript(s) must accompany the application package by the closing date of the announcement. Official transcripts will be required if selected. It is also possible to combine education and experience. The Qualification Standards for General Schedule Positions Handbook will be used to evaluate applicants and is available for review in any Federal Human Resources Office.

Transfer or reinstatement eligible employees must meet time-in-grade requirements by the closing date of the announcement to receive consideration; i.e., 52 weeks at the GS-09 level or equivalent to qualify for the GS-11 level or 52 weeks at the GS-11 level or equivalent to qualify for the GS-12 level.
Supervisory Probationary Period: This is a supervisory/managerial position. If appointed to this position, you must serve a one-year probationary period, unless you have already completed one as a supervisor or manager.
Position Sensitivity: This position has a position-sensitivity level of Public Trust—High Risk. Selections made under this announcement are conditioned upon favorable adjudication of a Background Investigation (BI) per VA Handbook 0710. An investigation will be conducted after the effective date of the selection. An individual currently holding the appropriate clearance does not require additional investigation. An individual receiving unfavorable adjudication is ineligible to remain in this position.
