About the Position: Incumbent provides developmental, proficiency, and remedial classroom or practical training as required; maintains Air Traffic Controller Training Records and makes entries in accordance with FM 3-04.303; provides on-the-job training instruction and guidance to trainee controllers (civilian and military) involved in qualification training for their FAA CTO and/or ATCS certificate. Maintains program and administrative reference materials, project files, and relevant background documents and makes available policies, procedures, and written instructions from the (ATC) Chief; maintains current knowledge to answer questions from team members on procedures policies, directives, etc. Serves as Air Traffic Control Specialist (Terminal) at Davison Limited Radar Approach Control Terminal, (ATC) Tower and Pentagon ATC Tower. Incumbent works under general supervision of ATC Chief. Incumbents major functions will be the ATC training and operations manager for all 3 Army ATC facilities.

Major Duties
Primary purpose of the position is to develop, maintain, and administer standardized Air Traffic Control (ATC) training programs for all National Capital Region (NCR) Army ATC facilities in accordance with guidelines established by regulations of the Department of Army (DA), Department of Defense (DoD), and Federal Aviation Administration (FAA). The facilities include Davison Ground Control Approach (GCA) Radar, Davison ATC Tower, and Pentagon ATC Tower. Incumbent serves as the Air Traffic Control (ATC) Standardization and Training Manager for all three Army ATC facilities in the National Capital Region (NCR). As ATC Training and Standardization manager, ensures all newly assigned personnel receive training in accordance with FM 3-04.303 and AR 95-2. Incumbent directs controller qualification, proficiency, and remedial training for all NCR Army ATC facilities. Plans, establishes, and oversees a continuing proficiency development program tailored to meet the needs of the ATC facilities.

SPECIALIZED EXPERIENCE: The best qualified candidates for this job must show in their resume that they meet the minimum qualifications described below and have training or experience in the following areas:
Certification and Currency: Incumbent must be facility rated and certified by the Army and Federal Aviation Administration at all National Capital Region Army Air Traffic Control Facilities, remain current in the knowledge of basic meteorology, air navigation (to include types and uses of aids to air navigation), air traffic control, and communication procedures, rules, and regulations governing air traffic control. Incumbent must remain current in procedures peculiar to the Davison Army Air Field local flying area, Davison Air Traffic Control Tower, Ground Control Approach and Pentagon Air Traffic Control Tower. Maintain currency for the facility rating as defined in Army regulations.
This position is covered by the Civilian Drug Abuse Testing Program. Incumbent is required to sign a DA Form 5019-R, "Condition of employment for certain civilian positions identified as critical under the Drug Abuse Testing Program," or a Memorandum of Understanding.
This position is subject to rotational shifts, changes in duty hours, is subject to being on call based on situational requirements and may be required to perform Air Traffic Control duties at Davison Army Airfield Air Traffic Control Tower, Ground Control Approach, and the Pentagon Air Traffic Control Tower.
Secret Clearance Required.The experience described in your resume will be evaluated and screened for the Office of Personnel Management's basic qualifications requirements, and the skills needed to perform the duties of this position as described in this vacancy announcement.Applicants who have held a General Schedule (GS) position within the last 52 weeks must meet the Time in Grade Restriction.One year of experience in the same or similar work equivalent to at least the next lower grade or level requiring application of the knowledge, skills, and abilities of the position being filled.Must have 52 weeks of Federal service at the next lower grade (or equivalent). Demonstrated work experience that equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.GS-12 and above: One year of experience directly related to the occupation and equivalent to at least the next lower grade level. There is no substitution of education for experience at this level.
