This position is in the Department of Homeland Security, Federal Emergency Management Agency, FEMA Region IX, Management Division, Administrative Services Branch.  The employee serves as a Level I Contracting Officer responsible for developing and/or executing internal policies and procedures for work involving the procurement of supplies and services.

Major Duties

Organization: This position is in the Management Division of the FEMA Region IX office. This federal Region includes Arizona, California, Hawaii, Nevada, the territories of American Samoa and Guam, the Commonwealth of the Northern Mariana Islands, the Republic of the Marshall Islands, and the Federated States of Micronesia.Primary Purpose:  The employee's primary responsibilities as a Level I Contracting Officer are to develop and/or execute internal policies and procedures for work involving the procurement of supplies and services; to advise executive management and senior-level staff on all procurement issues; to advise Joint Field Office management and staff relative to the expedient delivery of goods and services in support of disaster operations under urgent and compelling circumstances; performs work related to the contract pre-award process; performs contracting work using formal advertising procedures; and serves on Source Selection Boards.Specific Duties:  ● As the Region IX Contracting Officer, employee must maintain eligibility for a DHS contracting officer warrant to remain qualified for this position. ● Employee performs a variety of contract and procurement functions related to the buying of supplies, equipment, (including IT and telecommunications equipment), and services (including facilities support and maintenance services), through a combination of sealed bidding and negotiated procurement procedures. ● Negotiates contracts, terms, and conditions. Participates in pre-bid / pre-proposal conferences, facility surveys, site inspections, contract technical compliance inspections, pre- and post-award audits, and technical and cost/price negotiations. ● Administers contracts and interagency agreements awarded in Region IX. As Regional procurement authority, advises management and senior-level staff on all procurement actions for architectural-engineering studies as required by the Federal Insurance Administration.● Solicits, awards, and administers multiple contracts for building construction and/or repairs, security systems, maintenance, road paving, and other miscellaneous services and supplies required for the success of the mission.

Qualifications

Applicants must have one year of specialized experience at or equivalent to the next lower grade. For GS-13 grade level, at least 1 year specialized experience must have been at or equivalent to the GS-12 grade level.  Specialized experience is experience which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of that position.

Examples of specialized experience are: 

--experience that has involved the application of contracting principles, laws, regulations and procedures in planning, developing, implementing, and maintaining all aspects of the administration of one or more major systems contracts

--experience formulating guidelines, implementing new developments, and providing policy interpretation

--experience performing in-depth evaluations of the financial and technical capabilities, or the performance, of a contractor.

To qualify for this position you must meet the requirements below. DHS/FEMA may waive training requirements if education and experience requirements are met.

a) Completed a 4-year course of study leading to a bachelor's degree AND at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

A copy of a college transcript from an appropriately accredited educational institution must be submitted to document completion of this educational requirement. Transcripts must show the number of credit hours earned for courses successfully completed.

b) Completed all of the following mandatory training requirements for progression to a senior level (i.e., GS-13 or higher level) contracting position with the Department of Homeland Security: (DHS may obtain a waiver if you do not meet the below training requirements, so please apply even if you do not have all the training listed below)

-Basics of Contracting (Defense Acquisition University (DAU) CON 101 or equivalent);

-Principles of Contract Pricing (DAU CON 104 or equivalent);

-Intermediate Contracting (DAU CON 202 or equivalent);

-Intermediate Contracting (DAU CON 204 or equivalent);

-Government Contract Law (DAU CON 210 or equivalent);

-Advanced Business Solutions for Mission Support (DAU CON 353 or equivalent);

Two Targeted Electives – each should be a minimum of 16 hours of assignment or individual specific learning identified as developmentally beneficial for the individual for career progression. Electives can include formal training or education, seminars, conferences, special projects, or other developmental activities in the procurement field. Day-to-day work experience may not be used to fulfill elective requirements.

Only courses offered by the Defense Acquisition University (DAU) or by a recognized equivalent provider may be used to meet the training requirements. Information on DAU equivalent providers may be found at http://www.dau.mil/learning/appg.asp.

AND

Completed at least 4 years experience in a contracting or related position; at least 1 year of which was at or equivalent to grade GS-12 and which must have provided the knowledge, skills, and abilities to perform successfully the work of this position.

EXCEPTIONS TO QUALIFICATION REQUIREMENTS:

a) Applicants who have been in a GS-1102 position, at or above the GS-13 level since January 1, 2000 without a break in service meet the qualification standard for the grade held on January 1, 2000 and need to meet the requirement stated in Qualification Requirements a) to receive a promotion.

b) The agency may obtain a waiver for an individual who does not meet the training requirements.

c) If you are currently employed with an agency other than the Department of Homeland Security (DHS) and seeking a lateral transfer AND you were promoted to an 1102 position at or above the GS-13 level (or equivalent) after 12/31/99 based on a waiver of the agency’s training requirements, you will need to be approved for another training waiver before you can be hired into a GS-1102 position at or above the GS-13 level with DHS. If you were hired into your current GS-1102-13 or higher level position, with a non-DHS agency, based on an educational waiver, you will still have to meet the educational requirements stated in Qualification Requirement (a) to receive a promotion.
