Acquistion Division, Staff Offices of the Under Secretary of the
National Oceanic and Atmospheric Administration.
Picture yourself working for the Acquisition Division which acquires
approximately $1 billion annually of goods and services to support
activities of the National Oceanic Atmospheric Administration and
selected Bureaus of the Department of Commerce (DOC) of the greater
Washington, D.C. area. Our primary customers are the National Marine
Fisheries Service, the National Environmental Satellite, Data, and
Information Service, the National Weather Service, the National
Institutes of Health, the National Ocean Service, Oceanic and
Atmospheric Research, and the Office of Global Programs in NOAA.
Additionally, in the Department of Commerce we support the
International Trade Administration, Bureau of Export Administration,
Minority Business Development Agency, Economic Development
Administration, Economics and Statistics Administration,
the Bureau of Economic Analysis, and National Telecommunications and
Information Administration.
Major Duties
As a Contract Specialist, you will be responsible for planning,
negotiating, leading and/or administering complex procurements of
goods, systems or services with specialized, state-of-the-art,
critical or scarce requirements and characterized by a lack of any
previous cost data, use of a wide variety of cost and fixed-price
contracts, multi-year contracts and extensive use of subcontractors,
frequent changes in terms, conditions or funding arrangements, and
similar difficulties. Develops and/or reviews complex contractual
pricing arrangements and incentives characterized by multiple
incentives requiring sophisticated contracting techniques, sharing
arrangements such as cost-plus-incentive-fees or fixed-price-
incentive-fees where the agency and the contractor share cost risk,
or economic price adjustment clauses for adjusting labor and
material costs where price can not be reasonably predicted at the
time of negotiation. Audits or reviews major acquisitions of
similar complexity, presents findings, recommends corrective actions
and policy or procedure improvements. Reviews, advises on, develops
and recommends operating unit-wide or agency-wide procurement
processes and systems, procedures and policies or equivalent
assignments.

SPECIALIZED EXPERIENCE FOR GS-9 THROUGH GS-12
To qualify for the GS-9, you must have one year of specialized
experience equivalent to at least the GS-7 grade level; OR two years
of progressively higher level graduate education OR masters OR
equivalent graduate degree or LL.B. or J.D. Specialized experience
is described as demonstrated experience: (1) reviewing contracting
or procurement actions to determine that proper specifications/
purchase descriptions are included in solicitation documents, and
(2) evaluating bids or proposals for compliance with
specifications/purchase descriptions and applicable clauses; OR
comparable experience.
To qualify for the GS-11, you must have one year of specialized
experience equivalent to at least the GS-9 grade level; OR three
years of progressively higher level graduate education or Ph.D. or
equivalent doctoral degree. Specialized experience is described as
demonstrated experience: (1) involving the solicitation, analysis of
firm fixed-price or similar contracts, and (2) evaluation of
contractor, bids and vendor proposals in the procurement of complex
supplies, equipment and services; OR comparable experience.
To qualify for the GS-12, you must have at least one year of
specialized experience equivalent to the GS-11 grade level, OR
equivalent public or private sector experience. Specialized
experience is described as demonstrated experience: (1) in reviewing
and administering contracts, and (2) planning and conducting
contract price/cost analyses of a variety of preaward and/or
postaward procurement actions to determine cost effectiveness and
compliance with legal and regulatory requirements; OR comparable
experience.

will be considered to meet the basic requirements for other GS-1102
positions up to and including those classified at GS-12. However,
employees must meet specialized experience requirements when seeking
another position.
