The National Program Staff (NPS) provides national scientific and technical leadership for program planning, coordination, review and evaluation activities for the Agricultural Research Service (ARS) programs.  NPS activities insure the proper interaction, balance, and distribution of research effort within ARS.  NPS operates as a single staff headed by the Associate Administrator for National Programs.  Programs are subdivided into four major group which are:  Nutrition, Food Safety and Quality; Natural Resources and Sustainable Agricultural Systems; Animal Production and Protection; and Crop Production and Protection.



Major Duties

The incumbent serves as Deputy Administrator, National Program Staff (NPS).  As such, supervises and manages the Nutrition, Food Safety and Quality (NFSQ) program group.  The incumbent actively participates with the other Deputy Administrators, Associate Administrator, National Programs, and other ARS and REE officials to identify the researchable problems and opportunities for advancing scientific knowledge across all areas of agricultural research.  These areas cover:  animal and veterinary sciences, postharvest science and technology; crop production and protection, human nutrition, soil, water and air sciences, and genetic resources.  The incumbent recommends research priorities which are supportive of the most effective and efficient use of manpower, facilities and funds, while solving problems important to U.S. agriculture.

1.  This position is covered under the post-employment restriction of the Ethics in Government Act of 19078 (P.L. 95-521).  This Law also requires the selectee to file an Executive Personnel Financial Disclosure Report (Standard Form 278), within 30 days of appointment.

B.   Technical Qualifications:  All applicants must address.  (Not to exceed 2 pages per qualification)

1.      Knowledge of the fields of science related to human nutrition, food safety, or postharvest technologies.

2.      The ability to manage research programs that address complex problems which require multiple disciplines to resolve.

3.      Knowledge of the general principles, concepts, and impacts of research in biological, physical, and engineering sciences.

Specialized Education:

Successful completion of a full 4-year course of study leading to a bachelor's or higher degree from an accredited college or university with major study in biological sciences, agriculture, natural resource management, or allied disciplines pertinent to the work of the position to be filled; OR four years experience demonstrating an acquired knowledge and understanding which would have been obtained through completion of a 4-year course described above.  Ph.D. in one of the aforementioned disciplines is desirable.
