The Director is the key policy advisor to the Commandant, Vice Commandant, and Assistant Commandant for Operations on the complete range of agency activities related to international affairs and international engagement.

Major Duties

The Director serves as the principal advisor to the Commandant, Vice Commandant, and Assistant Commandant for Operations on international affairs; establishes agency-wide goals, objectives, and procedures for the Coast Guard’s international activities; develops agency direction, strategy, guidance and assistance for Coast Guard international initiatives; conducts liaison with the Department of Homeland Security Director of International Affairs and the Office of the Secretary, the Department of State, the National Security Council and American embassies; integrates discrete program activities into a coordinated Coast Guard posture toward individual foreign countries and geographic regions in support of national and Department of Homeland Security strategic objectives; and directs, manages, and administers the Coast Guard’s Security Assistance programs.

Basic Requirements

MANDATORY PROFESSIONAL/TECHNICAL QUALIFICATIONS (PTQs):      All applicants must submit a separate narrative response on each of the following PTQs and must cite examples in support of their response.  Failure to do so will result in the applicant not being considered for the position.

PTQ-1  Ability to formulate, coordinate, and implement, at an executive level, an agency-wide vision for an effective international affairs program which accomplishes agency strategic objectives and furthers U.S. foreign policy and national security goals.

PTQ-2  Ability to exercise collaborative leadership at an executive level to forge intra- and interagency partnerships in executing an agency-wide program which maximizes international engagement opportunities to achieve strategic objectives.

PTQ-3  Ability to develop foreign policy guidance and deliver foreign policy advice (taking into consideration national security and homeland security issues) to senior leaders to enhance effectiveness abroad.

PTQ-4  Ability to represent the United States abroad in multilateral and bilateral meetings, discussions and negotiations to achieve national, departmental and agency goals and objectives.



MANDATORY EXECUTIVE CORE QUALIFICATIONS (ECQs):

In addition to the above professional/technical qualifications, all new entrants into the SES under a career appointment will be assessed for executive competency against the following five mandatory executive core qualifications.  If an applicant is a member of the SES or has been certified through successful participation in an Office of Personnel Management approved SES Candidate Development Program (CDP), he or she meets the ECQ's definition.  The basic definition of each ECQ is supplemented with key characteristics to demonstrate possession of the ECQ.  Applicants should use these as guideposts as they describe relevant experience.  Applicants must submit a separate narrative response individually addressing each ECQ and must cite examples in support of their response.  Failure to do so will result in the applicant not being considered for the position.

Salary and Benefits

Salary Range:  114,468.00 - 158,500.00 USD per yearMaximum salary limit may be increased to $172,000 when the Department's SES Performance Management System is certified for 2008 by OPM and OMB.
