The Office of Associate Chief Counsel (International) (ACC(I))
employs attorneys, the majority of whom work in Washington, DC.
There are seven technical branches, and the Advance Pricing Agreement
(APA) Program. ACC(I) provides legal advice to the public, the IRS,
other business units in the Office of Chief Counsel, Department of
the Treasury, Department of Justice, Congress, other federal
agencies, international organizations, and foreign governments. ACC
(I) attorneys provide legal advice in various forms such as published
guidance; technical litigation support; alternative dispute
resolution such as APAs; international information gathering
services; coordinating and negotiating with other countries to
develop consistent tax rules; assisting the Treasury Department with
treaty negotiations and assisting Congress and the Treasury
Department in developing and drafting legislative proposals.
Major Duties
The Office of Chief Counsel, IRS seeks an attorney to fill a position
in the International Advance Pricing Agreement ("APA") Program. The
incumbent of this position serves as an attorney within the APA
Program, functioning as an APA Team Leader and providing legal and
technical analysis of the most complex legal issues raised in APA
submissions as they relate to the Internal Revenue Code, regulations,
treaties, applicable case law, and other relevant research. The
incumbent will work on matters within the APA Program, leading
conferences and meetings, and drafting materials leading to the
formulation of APAs. Experience with transfer pricing issues and
advanced pricing agreements is desirable.

In addition to completion of the on-line application all applicants

and their latest Performance Appraisal, "LD-2." Non Chief Counsel

Qualifications
Appointments under the Regular Program are at the GS-12/13/14 levels.
To be eligible, you must meet the following minimum qualification
requirements.
For GS-14: Possess a J.D. plus 3 years of professional tax legal
experience (one year must have been comparable to the GS-13 level) or
an LL.M. (Taxation) plus 2 years of professional tax legal experience
(one year must have been comparable to the GS-13 level).Candidates must have graduated from an ABA accredited law school and
be admitted to practice law before the highest court of a state or
territory of the United States; the District of Columbia; or the
Commonwealth of Puerto Rico.
