This position is located in the Safety, Health and Environmental
Management Division, Operations and Maintenance Office, Overseas
Buildings Operations (OBO/OM/SHEM). The incumbent oversees and
directs planning, management and implementation of the Department's
comprehensive SHEM program at overseas posts. The primary goal of
this position is to prevent fatalities, workplace and community
injuries and illnesses, and environmental degradation associated
with Department operations and facilities overseas.

The incumbent will be expected to travel overseas up to 35% of the
total duty time and will be responsible for conducting surveys,
helping implement safety, health and environmental management
programs, and performing training for management officials,
supervisory employees, collateral duty safety and health officers,
Foreign Service National employees, overseas family members, and
members of the embassy community.

The incumbent must also complete a statement of Employment and
Financial Interests.

Major Duties

Serves as primary on-site Department representative for the
review and oversight of SHEM program implementation at posts
worldwide.

Prepares reports and makes recommendations to guide post actions
towards hazard abatement using innovate problem solving skills that
account for unique technical and cultural aspects, logistical
challenges, and economic constraints for a broad range of
operational, worksite and residential situations.

Plans, organizes, administers and conducts a scheduled series of
comprehensive technical, programmatic and operational oversight
assessments of buildings, printing plants, maintenance shops,
warehouses, residences and other facilities to determine nature and
extent of SHEM hazards and exposures at posts to develop solutions
for hazard abatement.

Works with post management to provide direction for hazard
abatement and identify avenues to fund such efforts.

Educates personnel at all staffing levels and their families on
SHEM matters to ensure understanding of the basis and criticality of
SHEM program implementation, along with education on identifying and
eliminating or controlling risk.

Specifies equipment and control methods to protect employees,
the public, or the environment from toxic chemicals or physical
agents.

Specifies analytical information to monitor toxic chemicals or
physical agents such as radiation, noise and heat stress.

Evaluates proposals involving toxic chemicals or physical agents
that may adversely effect employee health, public health or the
environment.

Prepares and publishes reports, manuals, notices, instructions,
articles and periodicals.

Investigates employee and resident concerns and suggestions
regarding health, safety or environmental hazards.

Maintains liaison with a variety of government, industrial and
professional organizations and keeps current with latest technical
developments.

Qualifications

Applicants applying must show that they possess a professional


knowledge of Industrial Hygiene as evidenced by one of the


following:






Basic Requirements:


Degree in industrial hygiene; or a branch of engineering,


physical science, or life science that included 12 semester hours in


chemistry, including organic chemistry, and 18 additional semester


hours of courses in any combination of chemistry, physics,


engineering, health physics, environmental health, biostatistics,


biology, physiology, toxicology, epidemiology, or industrial


hygiene. Courses in the history or teaching of chemistry are not


acceptable.







OR




Combination of education and experience--at least 12 semester


hours of course work in chemistry, including organic chemistry, and


18 additional semester hours as specified in A above, plus


appropriate experience or additional education.






Evaluation of Education: All science or engineering


courses offered in fulfillment of the above requirements must be


acceptable for credit toward the completion of a standard 4-


year professional curriculum leading to a bachelor's degree in


science or engineering at an accredited college or university.






Evaluation of Experience: Qualifying experience may have


been obtained in field, laboratory, engineering, or other


environment if the work provided a means of obtaining a professional


knowledge of the theory and application of the principles of


industrial hygiene and closely related sciences such as physics and


engineering controls. Such work must have involved experience in all


of the following areas: the acquisition of quantitative and


qualitative data, and the measurement of exposures for a variety of


chemical, physical, and biological stresses; the analysis of the


data acquired and the prediction of probable effects of exposures on


the health and well-being of workers; and the selection and


recommendation of appropriate controls, including management,


medical, engineering, education or training, and personal protective


equipment.

IN ADDITION to meeting one of the basic qualifications


requirements listed above, the applicant MUST have at least 1 full


year of specialized experience that has equipped them with the


particular knowledge, skills, and abilities to successfully perform


the duties of the position. This experience is related to the


work of the position and equivalent to at least the GS-12 level in


the Federal service. Qualifying specialized experience must


demonstrate the following:




Ability to apply knowledge of industrial hygiene concepts,


principles, precedent decisions, bodies of law, regulations and


practices;


Ability to evaluate and resolve complex technical issues


spanning several regulatory environmental health and safety


jurisdictions;


Ability to develop new, innovative and alternative


solutions/recommendations needed to address technical/


programmatic/policy/operational issues in a geographically dispersed


work environment;


Ability to develop or extend, recommend, and carry out


significant hazard control techniques that will minimize or


eliminate hazards directly affecting the occupational and


environmental health of personnel;


Ability to develop and present training that encompasses the


broad spectrum of the health, safety, and environmental arena for a


range of educational levels;


Knowledge of risk communication to analyze and extrapolate


complex scientific data into a simplified easily understood format


for use in training activities; and


Ability to communicate orally sufficient to work effectively


with all management levels, the foreign affairs community, and other


safety, health and environmental professionals.




CERTIFICATION: Applicants must be certified by the American Board


of Industrial Hygiene.
