Major Duties

Organization:  This position is located in the Office of Intelligence and Analysis, State and Local Program Office.

Primary Purpose:  To serve as an intelligence liaison with a State and Local Fusion Center (SLFC) in order to represent DHS at the fusion center; facilitate coordination and synchronization between the SLFC and DHS

Specific Duties:

Plans and formulates policies, practices, procedures, approaches, and strategies to provide outreach, advisory services, training, and a variety of coordination that will maximize beneficial partnership and the exchange of Intelligence information between the SLFC and DHS.
Works with State and Local government partners to create an information-sharing environment that serves stakeholders' information needs and builds interoperability horizontally and vertically by serving as an interface in sharing information between State and Local governments and the National Intelligence/Law Enforcement community. 
Provides processes to identify trends, patterns, and anomalies consistent with terrorist operational tactics from incident reporting originating from state and local law enforcement officials.  
Establishes and promotes regular reporting from SLFC partners.
Educates SLFC personnel in how their reporting will aid the Federal Community with assessing threats in real time and assists in the development of information exchange and growth of DHS knowledge databases.
Ensures that the specialized SLFC training needs are met through consideration of risk factors pertaining to state population; population density; border risk; critical infrastructure; terror, port, Immigration, economic, and hazardous materials risk; and iconic value, UASI Grant Funding, and State Grant Distribution.
Delivers training for specific analytic, reporting and law enforcement skills needed within the fusion center.  


Assesses, in cooperation with State and Local officials, the training needs of individual locations and acts as a coordinator/facilitator to deliver training.

Qualifications

Specialized Experience: Applicants must have one year of specialized experience equivalent to the next lower grade level in the Federal service.  Specialized experience is experience that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. For this position, specialized experience is experience planning and formulating policies and procedures to provide outreach and training that will maximize the exchange of intelligence information between the SLFC and the DHS.


Special Requirements:

You must be a U.S. citizen to qualify for this position.

Time-In-Grade Requirements:   Status applicants must have served 52 weeks at the next lower grade in the Federal service.  All qualifications and time-in-grade requirements must be met by the closing date of this announcement.

Background Investigation: This position is a special sensitive position and the tentative selectee must undergo and successfully complete a background investigation for a TS/SCI clearance as a condition of placement/retention in the position.



Other Special Requirements:



Must sign a mobility agreement.

Must be willing to undergo periodic drug testing.

Must be willing to undergo a CI polygraph.
