Major Duties
The incumbent works to ensure proper security controls, devices and
events are adhered to in accordance with the Census Bureau and
Department of Commerce IT Policies and Standards, National Institute
of Standards and Technology (NIST) Special Publications, Federal
Information Processing Standards (FIPS) and the Federal Information
Security Management Act (FISMA). The incumbent ensures proper
security controls are being testing, adhered to and implemented. The
incumbent is responsible for working with staff to ensure security
documentation is accurate and conducts annual documentation reviews
to ensure compliance with Census Bureau and Department of Commerce
standards and policies. The incumbent oversees Certification and
Accreditation (C&A) efforts performed for newly developed and/or
existing DSCMO systems. The incumbent monitors personnel for
performance variances and tracks contract metrics. The incumbent
tracks system interconnections and ensures that Interconnections
Security Agreements (ISA's) are written properly and includes proper
technical information.

beginning September 11,2001, and ending on the date prescribed by
Presidential proclamation or by law as the last day of Operation
Iraqi Freedom under the following conditions: honorable discharge,
served a minimum of 2 years on active duty, or if a Reservist, served
the full period for which called to active duty (Reservists must
include appropriate documentation).

MINIMUM QUALIFICATION REQUIREMENTS: You must have the education or
experience listed below or a combination of both.
EXPERIENCE: You must have one year of specialized experience
equivalent to the grade 12 level in the Federal service. Specialized
experience is work experience analyzing a number of alternative
approaches in the process of advising management concerning major
aspects of an automated data processing (ADP) system design, such as
what system interrelationships must be considered, or what operating
mode, system software, and/or equipment configuration is most
appropriate for a given project; performing needs analyses to define
opportunities for new or improved business process solutions;
consulting with customers to identify and specify requirements;
developing overall functional and systems requirements and
specifications; conducting business process reengineering; conducting
feasibility studies and trade-off analyses; preparing business cases
for the application of IT solutions; defining systems scope and
objectives; developing cost estimates for new or modified systems;
ensuring the integration of all systems components; e.g., procedures,
databases, policies, software, and hardware; planning systems
implementation; and/or ensuring the rigorous application of
information security/information assurance policies, principles, and
practices to the systems analysis process.
EDUCATION: Education cannot be substituted for experience at this
grade level.
The following Knowledge, Skills, and Abilities are necessary to
perform the major duties of the job.
Knowledge of IT systems analysis.
Knowledge of systems design and development.
Knowledge of project procedures and requirements to include risk
management.
Ability to communicate information in a clear, concise, logical
manner to both internal and external organizations.
Ability to understand, monitor, understand and evaluate multi-level
operating systems.
