About the Position: THIS IS A TERM APPOINTMENT NOT TO EXCEED 5 YEARS. THIS POSITION MAY BE MADE PERMANENT WITHOUT FURTHER COMPETITION.
Program Executive Office, Command, Control & Communications Tactical (PEO C3T) headquartered at Ft Monmouth, NJ with offices at Ft Belvoir, VA, Ft Hood, TX and Huntsville, AL develops network-centric C3T systems for the digitized Army and fields Joint C3T systems to provide an integrated information system of systems seamlessly linking every sensor, shooter, commander and support to create a common view of the battlefield. PEO C3T is in a human resources demonstration project, offers competitive salaries, pay banding, and pay for contribution. Major Duties
Subject Matter Expert in tactical information assurance to include Certification and Accreditation (C&A) Processes, Public Key Infrastructure (PKI), COMSEC, etc. Provides management oversight of PEO/PM Information Assurance (IA) subordinates to ensure effective program implementation and consistency with existing DOD/HQDA policies on a long-term basis for all tactical IA objectives. Provides a wide range of substantive oral briefs/presentations to military/civilian officials to include DIACAP, tactical PKI, COMSEC, Information Assurance Tools, Security Classification Guides, and IA Strategies. Responsible for PEO reporting to Department of Defense (DOD), Headquarters, Department of Army, and Assistant Secretary Army Acquisition Logistics and Technology in numerous areas to include Federal Information Security Management Act and Army Portfolio Management. Serve as PEO C3T representative in HQDA work groups in regard to tactical IA/C&A policies, standards, processes/operating issues.

General Schedule SPECIALIZED EXPERIENCE: Qualified candidates for this position must show in their resume that they possess one year of specialized experience equivalent to the next lower grade level/pay band in the following: 1) Independently define, direct, or lead highly challenging information assurance projects/programs. This experience should demonstrate the ability to research, analyze, interpret and apply rules, regulations, and procedures of the information assurance program for enterprise applications, networks and labs and ensure compliance with information assurance requirements;
2) Ability to develop, acquire, and allocate resources to accomplish multiple project/program goals; and 3) Ability to formulate organizational strategies, tactics, and budget/action plans to acquire and allocate resources.
** Incumbent is required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 30 August 1993.

This is a Critical Acquisition Position. Unless specifically waived by the appropriate Army official, (i.e., the Director of Acquisition Career Management, the Army Acquisition Executive, or the Secretary of the Army) or if the employee is Grandfathered under 10 U.S.C. 1736(c)(1), the following are statutorily mandated requirements (Reference: 10 U.S.C. 1732 and 1737):
- Selectee must be an Acquisition Corps (AC) member at the time of permanent selection for the position or have been granted a waiver.
- Selectee must execute, as a condition of appointment, a written agreement to remain in Federal service in the position for at least three years. In signing such agreement, the employee does not forfeit any employment rights, nor does such an agreement alter any other terms or conditions of employment.
The experience described in your resume will be evaluated and screened for the Office of Personnel Management's basic qualifications requirements, and the skills needed to perform the duties of this position as described in this vacancy announcement.One year of experience in the same or similar work equivalent to at least the next lower grade or level requiring application of the knowledge, skills, and abilities of the position being filled.Demonstrated work experience that equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.The related work experience must have been equivalent in difficulty and complexity to the next lower grade level.GS-12 and above: One year of experience directly related to the occupation and equivalent to at least the next lower grade level. There is no substitution of education for experience at this level.
