Major Duties

DUTIES:(The duties described reflect the full performance level of this position)The Natural Resources Section, which is comprised of more than 65 lawyers working in five teams, manages litigation under a diverse and extensive group of more than eighty statues and treaties out of Washington, DC and three field offices. The Sections docket includes cases in virtually every U.S. district court of the Nation, its terrorities and possessions, the U.S. Court of Federal Claims, and in state courts. The subject matters include federal land, resource and ecosystem management decisions challenged under a wide variety of federal environmental statues and involving lands as large as the Forest Service's 191 million acre inventory to tracts as small as individual wildlife refuges; vital national security programs involving military prepardeness, nuclear materials management, and weapons system research; billions of dollars in constitutional claims of Fifth Amendment takings covering a broad spectrum of federal regulatory and physical activities; Indian gaming and the United States' trust responsibility toward Tribes; a panolpy of cultural resource matters including cases related to historic buildings, repatriation of ancient human remains or salvage of shipwrecks (even the R.M.S. Titanic); preserving federal water rights and prosecuting water rights adjudications; and ensuring proper mineral royalty payments to the Treasury. The Section's clients have included virtually every major Federal executive branch agency. As a Paralegal you will perform the following duties: research of legal issues through analysis of judicial decisions and statutory law; compiling legislative histories; preparing and organizing trial exhibits; analyzing depositions and preparing outlines/summaries of documents; compiling legal and factual materials from a variety of sources for legal briefs; drafting and editing legal and non-legal memoranda; providing extensive document management; creating and maintaining electronic databases and spreadsheets; performing queries on various databases; preparing and utilizing charts; ensuring that legal briefs use correct citations and legal references; proofreading and preparing tables of authorities/contents for legal briefs and memoranda prior to filing; ensuring conformance to applicable court rules, and providing assistance at hearings and trials.

Ability to communicate both orally and in writing in performing legal support work.

Ability to manage documents and information for litigation or judicial review.

MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:

Grade 09: Qualifying experience for the GS-9 level includes one year of specialized experience at least equivalent to the GS-7 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.



SUBSTITUTION OF EDUCATION FOR EXPERIENCE: The experience requirement for the GS-9 level may be met by two (2) full academic years of graduate level education or completion of all requirements for a master's or equivalent graduate degree, or completion of all requirements for an LL.B. or J.D. degree.



COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of successfully completed education and experience may be used to meet the experience requirements.

Grade 11: Qualifying experience for the GS-11 level includes one year of specialized experience at least equivalent to the GS-9 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.



SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Experience requirements at the GS-11 level may be met by three (3) full academic years of graduate level education or the successful completion of a Ph.D. or equivalent doctoral degree, or completion of all requirements for an LL.M.
