Major Duties

DUTIES:The incumbent of this position serves as a Principal Examination Specialist for Model Risk in the Office of Examinations. The Office of Examination implements a comprehensive safety and soundness examination program a major component of which focuses on risks associated with the use of models in all aspects of the government sponsored enterprises (GSEs). Specifically, the incumbent works with the Examination Manager, Deputy Examiner in Charge, and Examiner in Charge in discharging their respective duties. The work involves planning and conducting model risk examinations for a wide range of analytic models employed by the GSEs to identify, measure, and manage risk; serving as a subject matter expert and advisor to the OFHEO management and to the Office of Examination teams concerning model risk; assisting OE management in developing model risk examination strategy, approach, policy, and procedures. The work also involves drafting quarterly examination reports that include well-supported model risk assessments, conclusions, and recommendations for addressing model risk-related issues.

KNOWLEDGE, SKILLS, AND ABILITIES:

Advanced knowledge of principles, policies, and procedures for safety and soundness examinations and/or implementing best practices.

Ability to effectively communicate technical/complex information to both technical and non-technical audiences in verbal and written form.

Demonstrated skill in conducting interviews and meetings with various levels of management and staff.

MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:

Applicants must meet the following general qualification requirements in order to receive consideration for this position:

(A) Master's degree or PH.D. in a relevant discipline (e.g. finance, economics, mathematics, statistics, computer science, financial engineering, or computational finance), or equivalent employment experience with at least six (6) years experience in the use of economic theory and econometrics, or other quantitative technology, of which 3 years included experience in the field of financial engineering or financial institution regulation.

(B) Advanced knowledge of principles and theories of economics, finance, risk management, or financial markets and institutions.

(C) Demonstrated hands-on experience in the design and/or implementation of relevant analytic, financial, econometric, or statistical models.

(D) Ability to plan, organize, and complete work in a timely manner.

(E) Six (6) years of employment experience that provided the applicant with the ability to identify, measure, and manage risk. This experience may be inclusive may be inclusive of the experience gained in Qualification Requirement A.

(F) Ability to interpret, analyze and assess the quantity of model risk and evaluate the quality of model risk management concerning information technology and/or internal controls by prioritizing examinations or reviews based on a business's risk attributes as determined by risk evaluation tools, methodologies and practices. In addition the applicant should be able to present risk based review or examination conclusions, findings and recommendations in written and oral form.

(G) Communicated effectively with senior level individuals and groups in a clear and concise manner, both orally and in writing.

(H) Worked effectively in a team setting, including creating and maintaining positive relationships with individuals with divergent points of view, coworkers, supervisors, customers, and other external individuals and groups.

BASIS OF RATING

Candidates who meet the basic qualification requirements for this vacancy will be rated according to Category Rating Procedures. This means that candidates will be assigned to a pre-defined quality category based on their application and veteran preference. Generally, only candidates in the top quality category will be referred to the hiring manager.



Individuals with veteran's preference will be placed ahead of other applicants within each rating category. Preference-eligible veterans who have at least a 10 percent compensable service-connected disability, and who have met the basic qualification requirements, will be placed ahead of other applicants in the highest category for all but professional and scientific positions at the GS-09 or equivalent and above. For this type of position veterans will be placed ahead of other applicants in the category to which they are assigned based upon rating of their application.



There may be two or three quality categories: If three, they will be Highly Qualified, Well Qualified and Qualified. If two, they will be Highly Qualified and Qualified.
