Major Duties

You will respond to requests for information concerning Agency programs and policies from all media including the press, television, and radio at the local, national, and international levels. You will also respond to concerns from Congressional Offices, other Federal agencies and the general public. The information provided concerns recent events and news items, as well as background information. Many requests are extremely sensitive and controversial and require you to consider security, freedom of information, and privacy requirements. You will participate in policy-making meetings and conferences, serving as an advisor on issues related to identifying information that will further the Agency's mission and goals. You will also maintain working relationships with representatives of the media; Federal, state, and local governments; and members of professional, business, civic, and other public interest organizations. You will be responsible for informing the public of relevant Agency policies and practices; enhancing the Agency image; monitoring public attitudes towards the Agency; preparing news articles; developing and disseminating information and educational materials; and providing guidance to field offices concerning procedures relating to specific requests from the media.

Qualifications

GS-12: You qualify at the GS-12 level if you possess one year of specialized experience that equipped you with the skills needed to perform the job duties. This experience must have been equivalent to at least the GS-11 level. Examples include planning, implementing and evaluating assigned informational programs, which involve dealing with various regional and local credentialed media groups/organizations who often have differing goals; operational responsibilities and serve a variety of populace, including culturally diverse size geographic and other demographics; reviewing field office activity to monitor progress with program goals and offer assistance in problem areas; develops detailed briefing material that inform the media/public of the organization's policies, programs, services and activities; including fact sheets, news releases, and taking points about the organization and it's programs for the media and other external groups.




GS-13: You qualify at the GS-13 level if you possess one year of specialized experience that equipped you with the skills needed to perform the job duties. This experience must have been equivalent to at least the GS-12 grade level. Examples include designing, planning, and executing a public affairs program to inform and educate the general public and special interest groups through credentialed public and private media outlets or directly to the general public and special interest groups about agency programs; projects involving departures from traditional approaches in addressing new problem areas such as emerging public immigration and customs issues; public affairs liaison with credentialed representatives of newspapers, radio, television stations, including national networks and major magazines; and public affairs liaison with Federal, state and local government officials, leaders and members of a variety of professional business, civic and other public-interest organizations; analyzing media markets in targeted areas, identifying appropriate commercial news media and cable outlets, including those that serve specific populations and/or culturally diverse groups or audiences.




Selective Placement Factor: In addition to the above qualification, applicant must meet the following experience:






Served as the principal spokesperson or messaging coordinator for commenting "on the record" to local and regional credentialed members of the media on behalf of a civilian agency or organizational handling controversial issues;


Experience in development of a public affairs plan(s) to include daily messages, media events, and editorial products in coordination with external public affairs functions;


Preparation of designated organizational personnel for public presentations, media interviews, news conferences and other special events.NOTE: Ability to speak and write fluently in Spanish is highly desirable.

Residency: If you are not currently an ICE employee, you must meet one or more of the following primary residence criteria for three of the last five years prior to submitting your application for employment:






Resided in the United States or its protectorates or territories (excluding short trips abroad, such as vacations);


Worked for the United States government as an employee overseas in a federal or military capacity; or


Been a dependent of a U.S. federal or military employee serving overseas.
