Major Duties

The Office of Rulemaking is responsible for managing the FAA's rulemaking process. The Rulemaking process is how the FAA issues, amends, repeals and considers exemptions to its regulations. The Airmen and Airspace Rules Division is responsible for those rulemakings affecting Flight Standards, Aerospace Medicine, and Air Traffic.

A Transportation Industry Analyst (Incumbent) advances the FAA's goal to promote aviation safety by managing rulemaking projects. The incumbent works in tandem with technical experts, legal counsel, and policy analysts to develop, edit, and publish federal aviation regulatory documents. The incumbent facilitates the progress of rulemaking projects to meet FAA and congressionally mandated deadlines. The incumbent researches, writes, reviews, and analyzes regulatory and technical data. The incumbent develops regulatory documents and reports, particularly documents for publication using Federal Register standards. The incumbent facilitates meetings and/or panels to gather information and/or lead the group to resolution of issues. The incumbent communicates technical and/or regulatory information to a diverse audience.

Qualifications

QUALIFICATIONS:
All candidates must demonstrate one year of SPECIALIZED experience equivalent to the next lower grade in the Federal government. Specialized experience is defined as experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in, or related to, the work of the position to be filled. Paralegal or other legal experience and/or training would be helpful.

Specialized experience may have been gained with a carrier or shipper, carriers' or shippers' association, transportation consulting organizations, State, local, or Federal regulatory bodies, or similar groups or organizations.

Education substitution: FG-11 level: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Education must have been in a major of study in accounting, business administration, business or commerical law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.

IN ADDITION TO THE BASIC REQUIREMENTS DESCRIBED ABOVE, CANDIDATES MUST MEET THE SELECTIVE PLACEMENT FACTOR IN ORDER TO BE CONSIDERED FOR THIS POSITION.
