As a TSI (Aviation), you will utilize your training, experience and expertise to perform the full range of functions in your specialty area. You will progress and develop expertise in aviation security compliance and, as needed, will be cross-trained to perform support functions in Cargo and/or Surface Inspection.

Major Duties

For the G/H Pay Bands: 

These duties include:Identifies and responds to security violations or potential violations. 
Responds to transportation security incidents and other incidents as defined by the National Incident Management Systems or as directed by the Federal Security Director (FSD).
Assists in conducting comprehensive inspections of all parties, airports and aircraft operators and indirect air carriers, subject to federal regulations involving transportation security.  \
Assists in performing technical reviews, analyzes and makes appropriate recommendations concerning security measures promulgated through TSA approved security programs.
Assists in the performance of complex and technical inspections of all regulated parties to determine overall security posture and compliance.
Monitors compliance with applicable security policies, regulations, and agreements to identify potential problem areas or deviations from prescribed standards.
Provides assistance in ensuring overall adequacy, effectiveness, and efficiency of security posture and TSA-approved security programs.
Assists in planning and conducting outreach to encourage best security practices by regulated and non-regulated entities.
Participates in performing tests and audits, validates and inspects security processes, procedures, systems and equipment in connection with compliance inspections and vulnerability assessments.
Provides input to written analyses of inspections, assessments, and determines the adequacy of corrective measures required to improve security posture or to restore compliance.
Conducts civil investigations related to alleged or suspected security violations.
Identifies, collects, and preserves evidence used to support enforcement actions. 
Assists in determining when enforcement action should be initiated, prepares enforcement investigation reports and recommends to TSA counsel the type of action and level of penalty commensurate with the nature and severity of the violation.
Provides testimony and participates in enforcement proceedings.
Enters data pertinent to investigations, inspections and incidents into the national database, Performance and Results Information System.
Assists in reviewing and analyzing assessment reports and testing results with specific attention to identifying unusual trends or actions which appear to have the potential for developing a security/safety problem. 
Assists in formulating recommended or alternative courses of action to be pursued by regulated parties in order to satisfy security requirements.
Assists in the evaluation and the integration of new technology, traditional measures, and human factors to assure operational effectiveness and efficiency of the overall security system.
Assists in the development of circulars and letters of instruction to airports and air carriers.

Qualifications

Candidates must meet the qualification requirements of this position no later than the closing date of the vacancy announcement.  For the SV-G pay band all applicants must have demonstrated one year of specialized experience.  This experience must be equivalent to the SV-F or GS-9 in the Federal service or private sector.  Education may be substituted for the required experience if you possess one of the following: 

Ph.D. or equivalent doctoral degree
Completion of 3 full academic years of progressively higher level graduate education
LL.M., if related to position to be filled.
Combination of education (courses completed at an accredited college or university) and experience provided that in combination it will fully meet the one year of specialized experience requirement as defined below. 
 
Note:  SV-G pay band is equivalent to the GS-11 grade level.
 
GENERAL EXPERIENCE:  None

All applicants must demonstrate one year of specialized experience equivalent to that of the next lower pay band/grade level in the Federal Service or private sector.   For the SV-H pay band, applicants must have one year of specialized experience equivalent to the SV-G pay band or the GS-11 grade level.





SV-H equivalent to the GS-12 level- No substitution of education for the required specialized experience.

SPECIALIZED EXPERIENCE is defined as experience that has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position, and is typically in or related to the work of the position to be filled.  Specialized experience is further defined as assists in conducting comprehensive inspections of all parties, airports and aircraft operators and/or indirect air carriers, subject to federal regulations involving transportation security.  
Position Sensitivity:
This is a Critical-Sensitive (Level 3) position and requires a Secret Security Clearance and completion of a favorable Single Scope Background Investigation (SSBI) or Background Investigation (BI) prior to appointment, unless a waiver is obtained.  The incumbent will be subject to a 5-year periodic re-investigation.  You must also pass Drug and Alcohol Screening and be subject to random testing.

BASIC AVIATION SECURITY INSPECTIONS COURSE: The selectee will be required to attend a 4-week course in Oklahoma City.  The Basic Aviation Security Inspections course provides students with the fundamental knowledge and skills necessary to conduct Airport, Aircraft Operator, and Screening Assessments, including using legal and regulatory documents that govern civil aviation security. 

Physical Demands:
Maintain physical agility to meet work requirements of regular and recurring physical exertion such as prolonged standing, bending, and stooping to inspect individuals, baggage and cargo operations.  Work may require driving or traveling by motor vehicle.  The work involves regular and recurring exposure to moderate risk or discomforts that require special safety precautions.
