Responsible for the administration of the critical and complex
compliance and enforcement program designed to protect the Nation's
public from air transportation piracy, and other acts of sabotage to
air transportation. Assists with assessments, comprehensive
inspections and investigations of passenger air carriers that
transport cargo, all-cargo carriers, and indirect air carriers (IAC)
to determine security posture. Ensures regulated entities
compliance with applicable civil aviation security policies,
regulations, and agreements.

Major Duties

Major Duties of SV-G and SV-H Pay Band Positions:
Incumbent serves as a Transportation Security Inspector (Cargo)
working under supervision with responsibility for ensuring security
compliance of persons and aviation transportation regulated under
Title 49 Code of Federal Regulation (CFR) Part 1500 series. Assists
in the administration of critical and complex compliance and
enforcement programs designed to ensure secure aviation cargo
transportation and to protect the nations public from terrorism, or
other acts of sabotage to aviation cargo systems, facilities, and
networks. As a TSI, the incumbent will progress and develop
expertise in aviation cargo security compliance and, as needed, will
be cross-trained to perform support functions in Aviation and/or
Surface Inspection.

These duties include:

Identifies and responds to security violations or potential
violations.
Responds to transportation security incidents and other
incidents as defined by the National Incident Management Systems or
as directed by the Federal Security Director (FSD).
Assists in conducting comprehensive inspections of all parties,
airports and aircraft operators and indirect air carriers, subject
to federal regulations involving transportation security.
Assists in performing technical reviews, analyzes and makes
appropriate recommendations concerning security measures promulgated
through TSA approved security programs.
Assists in the performance of complex and technical inspections
of all regulated parties to determine overall security posture and
compliance.
Monitors compliance with applicable security policies,
regulations, and agreements to identify potential problem areas or
deviations from prescribed standards.
Provides assistance in ensuring overall adequacy, effectiveness,
and efficiency of security posture and TSA-approved security
programs.
Assists in planning and conducting outreach to encourage best
security practices by regulated and non-regulated entities.
Participates in performing tests and audits, validates and
inspects security processes, procedures, systems and equipment in
connection with compliance inspections and vulnerability
assessments.
Provides input to written analyses of inspections, assessments,
and determines the adequacy of corrective measures required to
improve security posture or to restore compliance.
Conducts civil investigations related to alleged or suspected
security violations.
Identifies, collects, and preserves evidence used to support
enforcement actions.
Assists in determining when enforcement action should be
initiated, prepares enforcement investigation reports and recommends
to TSA counsel the type of action and level of penalty commensurate
with the nature and severity of the violation.
Provides testimony and participates in enforcement
proceedings.
Enters data pertinent to investigations, inspections and
incidents into the national database, Performance and Results
Information Systems (PARIS).
Assists in reviewing and analyzing assessment reports and
testing results with specific attention to identifying unusual
trends or actions which appear to have the potential for developing
a security/safety problem.
Assists in formulating recommended or alternative courses of
action to be pursued by regulated parties in order to satisfy
security requirements.
Assists in the evaluation and the integration of new technology,
traditional measures, and human factors to assure operational
effectiveness and efficiency of the overall security system.
Assists in the development of circulars and letters of
instruction to airports and air carriers.
Performs other duties as assigned.

To qualify for the SV-G pay band, all applicants all applicants must


meet the qualification requirements as outlined below. For those


applicants qualifying using experience, your application must


clearly outline experience equivalent to the SV-F pay band or the GS-


4 grade level.




To qualify for the SV-G pay band, you must possess:




A. Education: A bachelor's or higher-level degree from an accredited


college or university in any field of study;


OR


B. Experience: Three (3) years of general experience, one (1) year


of which was equivalent to the GS-4 level which shows ability to:


(a) analyze problems, gather pertinent data, and recognize


solutions; (b) plan and organize work; and (c) communicate


effectively orally and in writing;


OR


C. Combination of education and experience. Combinations of


successfully completed post-high school education and experience may


be used to meet total qualification requirements, and may be


computed by first determining the total qualifying experience as a


percentage of the experience required for the band level; then


determining the education as a percentage of the education required


for the band level; and then adding the two percentages. The total


percentages must equal 100 percent to qualify for that band level.




To qualify for the SV-H pay band, all applicants must meet the


qualification requirements as outlined below. For those applicants


qualifying using experience, your application must clearly outline


experience at/or equivalent to the SV-G pay band or the GS-9 grade


level.




To qualify for the SV-H pay band, you must possess:




A. Education: A Ph. D or equivalent doctoral degree from an


accredited college or university in any field; or possess three (3)


full years of progressively higher level graduate education leading


to such a degree;


OR


Experience: One (1) year of specialized experience equivalent to at


least the next lowest level (G Band or GS-9) performing duties such


as conducting inspections and investigations, assisting in testing


aviation cargo security systems, assisting with determining when


enforcement action should be taken, and documenting the results to


monitor compliance with policies, regulations and agreements to


identify potential problem areas and deviations from prescribed


standards;


OR


C. Combination of education and experience. Combinations of


successfully completed post-high school education and experience may


be used to meet total qualification requirements, and may be


computed by first determining the total qualifying experience as a


percentage of the experience required for the band level; then


determining the education as a percentage of the education required


for the band level; and then adding the two percentages. The total


percentages must equal 100 percent to qualify for that band level.




To qualify for the SV-I pay band, all applicants must have one year


of specialized experience conducting inspections and investigations;


engaging in testing aviation security systems; determining when


enforcement action should be taken; documenting the results to


monitor compliance with policies, regulations and agreements to


standards, identify potential problem areas and deviation from


prescribed standards. This experience must be comparable to the SV-


H pay band, GS-11/12 grade levels, or equivalent private sector


experience.
