Federal Government collections and deposit systems; provide
Government-wide accounting and reporting services; and manage the

Major Duties

Incumbent will be responsible for researching and applying Office of
Management and Budget directives and circulars, agency policies,and
organizational procedures and practices.

Reviews budget submissions from assigned organizations or programs
for reasonableness, accuracy, and conformance with guidelines.
Analyze relative costs and benefits of alternative program plans.
Analyzes and evaluates continual changes in program plans and
funding, and their effect on financial and budget program
milestones.

Monitors rate of expenditure of budget funds, and recommends
reprogramming, as needed.

Veterans' Preference
The Defense Authorization Act of November 18, 1997, extended
Veterans' Preference to persons who served on active duty during the
Gulf War from August 2, 1990, through January 2, 1992. The law
grants preference to persons otherwise eligible and who served on
active duty during this period, regardless of where the person
served or for how long. The law also authorizes the Secretary of
each military department to award the Armed Forces Expeditionary
Medal for service in Bosnia during the period November 20, 1995, to
a date to be determined. The award of the Medal is qualifying for
Veterans' Preference.
Veterans who are preference eligibles or who have been separated
from the armed forces under honorable conditions after 3 years or
more of continuous service may apply.

Career Transition Assistance Plan (CTAP) and
Interagency Career Transition Assistance Plan (ICTAP)
Individuals who have special priority selection rights under the
Career Transition Assistance Program (CTAP) or the Interagency
Career Transition Assistance Program (ICTAP) must be well- qualified
for the position to receive consideration for special priority
selections. To be well qualified you must:
A) Meet basic qualification standards and eligibility requirements
for the position, including and medical qualifications, suitability,
or minimum educational and experience requirements; AND
B) Receive an eligible rating of 85 or above (not including
