Serves as Clinical Director and is charged with responsibility over all administrative activities and work flow of the Physical Medicine and Rehabilitation (PM&R) Service and the VISN 18 Polytrauma Network Site (PNS), Rehabilitation and Transitional Care (RTC) at the Southern Arizona VA Health Care System (SAVAHCS).

Recruitment/Relocation incentive may be authorized. 

This is an Interdisciplinary position that will be filled at either the GS-12 or GS-13 grade levels in any of the following occupations: 

Kinesiotherapist, GS-635

Occupational Therapist, GS-631

Physical Therapist, GS-633

Speech Pathologist, GS-665

If filled at the GS-12 level, has non-competitive promotion potential to GS-13.

SAVAHCS is comprised of a 283-bed teaching hospital located on 116 acres in Tucson, Arizona, and has seven Community Based Outpatient Clinics located in Casa Grande, Green Valley, Safford, Sierra Vista, Yuma, Southeast and Northwest Tucson, Arizona.  Tucson enjoys more sunshine than any other city in the United States and has an average high temperature of 82 degrees with an average low temperature of 54 degrees.  The winter is very mild and summer is very warm.



Major Duties

Administers planning processes and provides authoritative recommendations to the Chief, Rehabilitation and Transitional Care Line.  Responsible for developing and coordinating internal review systems to assure that both clinical and administrative activities are in compliance with agency, accrediting, and regulatory requirements.  Maintains program requirements/validation criteria for assigned organizations and prompts staff members to participate in cyclic or special evaluations.  Examines programs and recommends expanding, contracting, combining, separating or realigning them to be meet veterans' health care needs.  Directs and/or assists medical center staff in administrative research, management analyses, and development of reports pertaining to program plans.  Initiates personnel actions within the service which includes evaluating performance,  counseling, interviewing and recommending candidates.  Assists the Chief of the Care Line in achieving a balanced operation of services with respect to manpower, space, funds, and equipment.  Provides critical input for the PM&R and PNS budget preparation.  Develops, selects and monitors quality and performance measures for process improvement and patient satisfaction.

Qualifications

To qualify for the GS-12 level:  You must have at least one year of directly related specialized experience in one of the occupations listed in this announcement which is equivalent to the GS-11 level in federal service   To qualify for the GS-13 level:  You must have at least one year of directly related specialized experience in one of the occupations listed in this announcement which is equivalent to the GS-12 level in federal service.  Specialized experience is that which demonstrates the particular knowledge, skills and abilities required to successfully perform the duties of this position.  Specialized experience for this position includes:  Experience with of a wide range of concepts, advanced principles, and practices related to the management of a health care delivery system.  Experience with rehabilitation principles, methods and techniques and professional disciplines in rehabilitative medicine.  Knowledge of issues related to standards of care and programs in support of traumatic brain injury.

Please note that education cannot be substituted for experience at either the GS-12 or GS-13 levels.  A copy of college transcript/s are required. 

Minimum qualification requirements for each occupation are as follows:

Basic Requirement for Kinesiotherapist, GS-635 as per VA Handbook 5005/15, Part II, Appendix G21:  A bachelor's degree in kinesiotherapy, or exercise science with an emphasis in kinesiotherapy, from an accredited college or university.  This education must have included or been supplemented by clinical practice in a VA approved training program or its equivalent. 

Basic Requirement for Occupational Therapist, GS-631 as per VA Handbook 5005/15, Part II, Appendix G14: Graduation for a baccalaureate degree program in occupational therapy or post-baccalaureate certificate program accredited by the Accreditation Council for Occupational Therapy Education.  Verification of recognized degree and certificate programs may be obtain from the Occupational Therapy Association website.  Certification:  Possession of written documentation that the individual has passed the Certification Examination for Occupational Therapists Registered OTR, which is administered by the National Board for Certification in Occupational Therapy.

Basic Requirement for Physical Therapist, GS-633 as per VA Handbook 5005/15, Part II, Appendix G12:  A baccalaureate degree in physical therapy or an equivalent certificate in physical therapy from an accredited college or university and completion of a physical therapy clinical practice program.  Both the education and clinical practice program must have been approved by the Commission on Accreditation in Physical Therapy Education and have been completed at an accredited college or university.  Verification of approved programs may be obtained from the American Physical Therapy Association website.  Licensure:  Current, full active and unrestricted license to practice physical therapy in a State, Territory or Commonwealth (i.e. Puerto Rico) of the United States, or in the District of Columbia.

Basic Requirement for Speech Pathologist, GS-665 as per VA Handbook 5005/15, Part II, Appendix G30:  A master's degree or its equivalent in speech-language pathology, communication disorders, or a directly related field from an accredited college or university.  'Accredited' means a college or university accredited by a regional accreditation organization and a speech-language pathology academic program accredited by the Council on Academic Accreditation of the American Speech-Language-Hearing Assoc. (ASHA).  Licensure:  For GS-12 and above, within 2 years of initial appointment under this standard the incumbent must hold a full, current, and unrestricted license in a State, Territory, Commonwealth,or the District of Columbia.

Foreign Education:  To receive credit for education completed outside the United States, you must show proof that the education has been submitted to a private organization that specialized in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. educational programs. 


You must be a U.S. citizen to qualify for this position.
