BASIC REQUIREMENT: A 4-year course of study leading to a baccalaureate degree from an accredited educational institution and at least 24 semester hours of study from an accredited institution of higher education in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Current civilian personnel in DOD, who occupied GS-1102 positions or contracting officer positions with authority to award or administer contracts above the simplified acquisition threshold in DOD on or before 30 September 2000, are exempt from the basic education requirement.
Qualifications at the GS-05 level:
Meeting basic requirements qualifies the applicant at the GS-05 level.
Qualifications at the GS-07 level:
Applicants must have one year specialized experience that shows knowledge of sealed bidding and negotiation procedures sufficient to obtain supplies, equipment, services, and/or construction for the installation and serviced activities. This includes skill in techniques to negotiate contract prices and terms with contractors. To be creditable, the specialized experience must be equivalent to the GS-05 grade level.
Applicants may substituted education for experience. The following education is qualifying. One(1) full year of graduate education in an accredited college or university.

Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university which resulted in Superior Academic Achievement (S.A.A) is based on (1) class standing, (2) grade-point average, or (3) honor society membership.
