Major Duties
Serves as a Director of a Course in the Civilian Education System at the Army Management Staff College and is recognized as a Department of Defense and Army expert in leadership and management with particular focus on how they should be applied within the Army Civilian Corps across programs in the generating force and with special emphasis in continuing education for senior leaders. Responsible for the design, development, delivery and evaluation of a Course in the civilian leader development education system. Position requires in-depth understanding of Army Civilian Corps leadership and management processes and programs and their roles in Army operations. Defends recommendations at the highest levels of the agency to support policy changes affecting Army Civilian and leader development educational programs. Designs, conducts, and coordinates research in leadership, management and army programs, policies and strategies to keep abreast of current trends.

EDUCATION REQUIREMENTS: Basic Requirements FOR 1701:
A. Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position.
OR
B. Combination of education and experience--courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above.

SPECIALIZED EXPERIENCE:
Expert knowledge of leadership and management policies and programs as they apply to Army Civilian Corps within the generating force.
Knowledge of leadership and management and one or more of the following areas (national strategy, Army mission, organization and structure, force development, resource management, acquisition, logistics, personnel management, and installation management) to perform in-depth analysis of factors relating to establishment and evaluation of civilian leader development education and training at the Army Management Staff College (AMSC).
Knowledge of educational learning theory and applicable instructional practices and techniques.
Knowledge of all major functional areas of the Army Civilian Corps leader development program within the generating force to include continuing education ; teach and manage in all areas and courses of the College.
Knowledge of contract management.
Knowledge of theories, concepts and application of leadership, management, and decision making to develop leadership skills and abilities in AMSC students.
Expert knowledge of principles of learning theory, needs assessment, curriculum design, instructional development, program evaluation, experiential learning, educational and training technology to design, develop, implement and evaluate extremely complex instructional programs consistent with the College's mission in both resident and dL.
Knowledge of techniques needed to perform extensive research and ability to provide expert advice and guidance, and provide consulting services.
Ability to design, develop, revise and deliver course material as it applies to National, DOD, DA, Army commands, Installation and local level.The experience described in your resume will be evaluated and screened for the Office of Personnel Management's basic qualifications requirements, and the skills needed to perform the duties of this position as described in this vacancy announcement.Your pay will be set within the range specified in this vacancy announcement and will be based on your qualification, education, experience, training, and availability of funds.
