DHRA's mission is to provide program support, information management, and administrative services to the DoD Components on human resource matters and to collect, archive and provide management information, research and analysis of human resources and other related functional area data bases for the DoD.

DHRA is a dynamic organization involved in the implementation of reorganization, reform and restructuring within the Office of the USD (P&R). Currently DHRA is comprised of: DHRA Headquarters Staff, Civilian Personnel Management Service (CPMS), Defense Manpower Data Center (DMDC), Personnel and Readiness Information Management (P&R IM) Office, Personnel Security Research Center (PERSEREC), Employer Support of the Guard and Reserve (ESGR), Office of the Actuary, Defense Advisory Committee on Women in the Services (DACOWITS), Federal Voting Assistance Program (FVAP).



Major Duties

This position is located in the Personnel and Readiness Information Management (P&R IM) Office.  Performs complex analysis of financial management systems and HRM information management systems.  Integrates data elements in these systems to provide standardized information for managerial use and reporting purposes.  The incumbent is a subject matter expert on financial systems management and data integration for the Standard Financial information Structure (SFIS) and HRM systems and initiatives.  Establishes enterprise wide data integration standards for budgeting, accounting systems and program information.  Provides expert advice on DoD HRM pay and compensation for military and civilian personnel, DoD financial management interfaces, and HRM projects or initiatives that significantly impact the work of others throughout the Department and DoD.  Provides guidance and support for all HRM business systems identified as financial feeder systems to ensure that SFIS compliance requirements are met. Must have a comprehensive knowledge of implementation of Federal Financial Management Improvement Act (FFMIA) compliant Commercial Off-the-Shelf (COTS) products. Reviews and recommends HRM input in to the Department's Enterprise Transition Plan (ETP) and Congressional Report. Provides advice to the SFIS governance board on SFIS standardization requirements and how data elements are used by DoD Enterprise Resource Planning (ERP) systems and the feeder systems in which they interface.
Provides guidance and support for all HRM business systems identified as financial feeder systems to ensure that SFIS compliance requirements are met.
