Incumbent serves as an expert on legal & factual matters concerning contract law & procurement for VA facilities in Missouri, Nebraska, and Kansas.  Works on procurement issues from initial acquisition planning through contract termination/expiration, including Government Accountability Office (GAO) protests & appeals to the Civilian Board of Contract Appeals (CBCA).  Provides expert legal advice to managers, procurement officials, & other professional support staff regarding the interpretation & application of procurement laws.  Interprets & assists in the implementation of legal & policy determinations by translating statutes & general directives into specific, legally sound resolution of issues.  Assists agency representatives in high-profile discussions & negotiations.  Advises on & resolves contract administration problems covering a wide range of contractor claims such as those addressing equitable adjustment, extraordinary contractual relief, breach of contract, labor problems, cost disallowances & inspection & acceptance problems.  Participates in settlement discussions with opposing counsel & serves as lead counsel in the trial of disputed matters before the GAO & CBCA.

Qualifications

You must have one year of specialized experience at a level close to the work of this job that has given you the particular knowledge, skills, and abilities required to successfully perform. Typically we would find this experience in work within this field or a field that is closely related. Specialized Education:
You must be a graduate from a law school accredited by the American Bar Association and be a member in good standing of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico bar.

You must be a U.S. citizen to qualify for this position.

The incumbent's duty station will be Leavenworth, Kansas.  Due to space limitations and the leasing process for permanent office space, the position may be sited in Kansas City, Missouri for up to 18 months.
