This position is established to perform Highway Safety Specialist
duties and is assigned to the Safety, Asset Management, Pavement
Management and Environmental Coordination Team within the National
Programs Unit located in the California Federalaid Division Office,
Sacramento, California. The primary function of this position is to
provide assistance in managing the Safety program in accordance with
federal laws, regulations and related agency policies and guidance.



Major Duties

The Highway Safety Specialist:

Provides assistance n the development and delivery of
programs and policies to reduce highway injuries and fatalities.
Promotes uniformity on the application of policies, concepts,
standards, and procedures relating to highway safety programs.

Reviews project plans and documents to provide technical
assistance concerning highway safety matters to Division
transportation engineers.

Reviews and evaluates development and application of research
products, new technologies, and innovative procedures.

Represents FHWA in meetings with State and local officials.
Provides technical assistance to state, local agencies, and other
stakeholders in the development of programs for improving the safety
and efficiency of transportation facilities. Provides leadership to
the Division, Caltrans, Local Technical Assistance Program (LTAP)
Centers, and universities in the demonstration and implementation of
new products and technoligies.

Completes independent studies. Serves on one or more
Division teams such as process reviews, program analysis, and risk
assessment.

questions

Generate Fax Cover Sheets for Supporting documentation

After completing the core questions, you will be prompted to
generate the fax cover sheets required to submit your supporting
documentation. Based on the "Required Documents" section, select the
documents you should submit. Print out a fax cover sheet specific to
each of the appropriate documents. Once submitted, the system will
store these documents and include them with all future applications.
It is your responsibility, though, to ensure that they are current.


Complete the online vacancy questions

Once you have completed the core questions and generated your fax
cover sheets, you will be taken directly to the vacancy application
questions. Answer all of the questions honestly and thoroughly.

Load the fax cover sheet and supporting documentation in the
fax machine.

What To Expect Next:

Within two weeks of the vacancy closing date, a Human Resources

Qualifications:


Qualification standards are used to determine which applicants

able to perform satisfactorily in a particular position or


occupational series if he or she did not possess these qualifications.




For the GS-11,you must have at least one full year of


specialized experience equivalent to the work performed


at the next lower grade level for this occupation. The specialized


experience must include:






Analyzing transportation safety issues and recommending


solutions.




To qualify based on education, the education must demonstrate


the knowledge, skills, and abilities necessary to do the work. For


this position, you must have completed Ph.D. or equivalent doctoral


degree or 3 full years of progressively higher level graduate


education leading to such a degree or LL.M., if related in a


field related to the position being advertised.




You can also qualify based on a combination of specialized


experience and graduate level education that will give you the


equivalent level of knowledge and expertise.






For the GS-12, you must have at least one full year of


specialized experience equivalent to the work performed


at the next lower grade level for this occupation. The specialized


experience (in addition to the GS-11) must include:






Managing a transportation safety program.




Providing technical assistance to customers concerning


transportation safety for improving the safety and efficiency of


transportation facilities.

TIME LIMIT FOR MEETING QUALIFICATIONS: Applicants must

TIME-IN-GRADE REQUIREMENTS: Under merit promotion


procedures, Federal applicants must have served 52 weeks at the next


lower grade to satisfy time-in-grade restrictions contained in 5 CFR

EDUCATION REQUIREMENT






Undergraduate and Graduate Education: Major study--accounting,


business administration, business or commercial law, commerce,


economics, engineering, finance, industrial management, statistics,


traffic management, transportation, motor mechanics, public


administration, hazardous materials management, or other fields


related to the position.


GOVERNMENT TRAVEL CARD REQUIREMENT: Potential applicants


must be able to obtain and retain a Government contractor-issued


travel card to be used for official business as a condition of


employment.

obtain a card based on their credit history or who do not retain


their card during employment may be subject to removal from the
