Major Duties
DUTIES:(The duties described reflect the full performance level of this position)The Justice Management Division (JMD), Consolidated Executive Office (CEO) provides administrative support to various senior management, leadership and JMD organizations in the areas of human resources, finance, budget, procurement, facilities, telecommunications, and IT. As Human Resources Coordinator, the incumbent is responsible for the management and analysis of human resources needs including preparing reports; tracking personnel actions; and developing and maintaining relationships with serviced offices. The incumbent provides advisory services and program support across multiple human resources functions, such as classification, staffing, attorney and non-attorney recruitment, employee relations, personnel security, and performance management. Specifically, the incumbent: - In consultation with management, identifies present and future HR needs and/or requirements; and presents recommendations to meet short and long term organizational goals; - Exercises a wide degree of independence and judgment in developing and maintaining relationships with serviced offices and other JMD staffs. - Provides technical advice and assistance to managers and employees in the interpretation and application of federal and departmental policies, regulations and procedures relative to HR programs; - Utilizes an automated staffing system (AVUE) to initiate and manage the staffing and recruitment activities of serviced offices. Develops position descriptions, vacancy announcements, and crediting plans; - Serves as security program manager. Utilizes an automated security system to initiate background investigations / reinvestigations. Performs initial review for suitability and identifies and resolves discrepancies or inconsistencies; - Provides management with a wider view of personnel issues, discussing immediate and long-range considerations of any given solution which management may not be aware of. Identifies unusual personnel problems, and provides recommendations on the resolution; - Collaborates with management and professional staff within other organizations to communicate and implement program or policy changes, and resolve sensitive or unusual issues relative to HR programs; - Provides advice and guidance on performance management issues to include developing performance plans; evaluating employee performance; conducting performance reviews; recognizing employee performance; and adverse / performance based actions; - Prepares and presents a variety of reports related to work assignments and/or career development activities.

MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:
Grade 12: Qualifying experience for the GS-12 level includes one year of specialized experience at least equivalent to the GS-11 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples are identifying and analyzing policy, regulations, and/or standards covering portions of an organization's programs, activities, or functions; or analyzing fluctuating conditions and unusual factors and providing recommendations to resolve unusual or uncommon administrative issues.
Grade 13: Qualifying experience for the GS-13 level includes one year of specialized experience at least equivalent to the GS-12 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples are reviewing information and reconciling conflicting data; devising new or modified methods of analyzing findings; or developing new initiatives in one or more program areas.
