Major Duties

This position is located in the Office of the Chief Financial
Officer, Office of Finance, Financial Consulting & Analysis Division.
It is a developmental opportunity leading to the full performance
level of Accountant, GS-13. You may accomplish the following duties
and responsibilities under strict supervision:

Solve problems in the development of accounting systems or in the
financial management of organization programs. Provide advice on the
application and impact of new legislation or new initiatives, and
coordinating the management and operation of ongoing accounting
programs.
Participate in formulation of accounting policies and procedures;
design and develop new techniques, review the effectiveness of
current procedures; and provide assistance to regional offices, when
problem areas arise.
Analyze General Ledger, allotment status and various account
balances, financial indicators and other prescribed reports,
and develop in layman's language interpretations and explanations.
Review and analyze financial reports, comparing actual fiscal
performance to projected objectives and prepare periodic cash
management reports relating to progress of projections and
trends or other program purposes.
Develop policies with respect to financing program operations,
determining accounting system adequacy, qualifying cooperating
businesses, or similar critical policy development on other aspects
of the program.
Research and analyze a large variety of complex technical data,
obtaining information from various sources, working closely with
client where necessary.

Qualifications

Applicants must demonstrate in their resume and responses to the


vacancy questions that they meet the qualification requirements


described below. Applicants must meet all qualification and


eligibility requirements for this position by the closing date of the


announcement.




All candidates for Accountant positions must meet one of the


following basic qualification requirements:




DEGREE: accounting; or a degree in a related field such as


business administration, finance, or public administration that


included or was supplemented by 24 semester hours in accounting. The


24 hours may include up to 6 hours of credit in business law. (The


term "accounting" means "accounting and/or auditing" in this


standard. Similarly, "accountant" should be interpreted, generally,


as "accountant and/or auditor"),





OR




Combination of education and experience--at least 4 years of


experience in accounting, or an equivalent combination of accounting


experience, college-level education, and training that provided


professional accounting knowledge. The applicant's background must


also include one of the following:





a. Twenty-four semester hours in accounting or auditing courses of


appropriate type and quality. This can include up to 6 hours of


business law;




b. A certificate as Certified Public Accountant or a Certified


Internal Auditor, obtained through written examination;




Or





c. Completion of the requirements for a degree that included


substantial course work in accounting or auditing, e.g., 15 semester


hours, but that does not fully satisfy the 24-semester-hour


requirement of paragraph A, provided that:




- the applicant has successfully worked at the full-performance


level in accounting, auditing, or a related field, e.g., valuation


engineering or financial institution examining; AND




- a panel of at least two higher level professional accountants or


auditors has determined that the applicant has demonstrated a good


knowledge of accounting and of related and underlying fields that


equals in breadth, depth, currency, and level of advancement that


which is normally associated with successful completion of the 4-


year course of study described in paragraph A; AND




- except for literal nonconformance to the requirement of 24


semester hours in accounting, the applicant's education,


training, and experience fully meet the specified


requirements.




FOR THE GS-9:




SPECIALIZED EXPERIENCE: In addition to the Basic Requirements


stated above, applicants must have one year of specialized


experience equivalent to the GS-7 level in the Federal service.


Specialized experience is professional accounting experience that


included developing automated accounting procedures for routine


records, and analyzing financial and statistical data.




FOR THE GS-11:




SPECIALIZED EXPERIENCE: In addition to the Basic Requirements


stated above, applicants must have one year of specialized


experience equivalent to the GS-9 level in the Federal service.


Specialized experience is professional accounting experience


experience that demonstrates knowledge of the structure of private


and public ledger accounts and the relationship between accounts; and


experience providing advice on financial data to management.
Applicants must meet all qualification and eligibility requirements


for this position by the closing date of the announcement.
