Major Duties

Performs a variety of administrative duties and investigative program functions in support of criminal and civil investigations.  Provides administrative support to the Resident Agent in Charge, managers, and the Field Office Administrative Officer in the formulation of the annual budget plan, provides estimates of supplies, travel, communications, printing, equipment, and miscellaneous expenses.  Monitors and balances office expenditures of appropriated funds throughout the year.  Provides support to a variety of processing requirements such as training needs survey for the office and registrations, logistical arrangements for, and recording training instances.  Manages, manipulates, and inputs extensive data into a variety of databases.  Compiles statistics for each active investigation case and creates statistical graphs and reports based on queried information.  Receives records and tracks status of investigative documents.  Monitors the progress made in the issuance of Inspector General Subpoenas and consensual monitoring authorizations.  Performs follow-up inquiries to ensure timeliness of these investigative tools.  Reviews correspondence and investigative case files and documents.  Verifies accuracy of grammar, assembly and kind of copies, enclosures, coordination and other administrative details.  Establishes and maintains files in accordance with the needs of the assigned investigative program.  Manages travel arrangements for the staff and assists in the preparation of itineraries.  Generates travel orders and initiates travel and hotel reservations. Enters pertinent travel information into the Defense Travel System (DTS).  Serves as a conference coordinator and manages complete logistical aspects.  Tracks purchases of supplies, equipment, furniture, and service requests. Receives and screens incoming telephone calls and visitors to the office. Maintains computerized time and attendance records.  Performs other related duties as assigned.

Qualifications

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower level in the federal service or comparable in difficulty and responsibility to the equivalent level if outside of federal service.

Examples of qualifying Specialized Experience include: 

Experience providing administrative and clerical support to managers and staff.  Experience with office automation systems and computer software to include word processing, spreadsheets, graphics, electronic e-mail, and databases. 

Qualified applicants will also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position.  Candidates must clearly demonstrate the possession of knowledge, skills, abilities and competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position.

Competencies:

Pay Band I

-  Ability to provide administrative support in the areas of file management, travel, supplies, time and attendance, and referring calls and visitors to the appropriate staff.

-  Ability to manage, manipulate, and input extensive data into a variety of databases.

-  Ability to create correspondence and reports and thorough knowledge of grammar, spelling, punctuation and required report formats.

-  Ability to communicate clearly and professionally, both orally and in writing, and to obtain needed information effectively.

Pay Band II

-  Knowledge of administrative processes and procedures to coordinate the work of the office, conferences, training assessments, assisting with budget plans, and to ensure timely finalization of investigations case-reports.

-  Ability to review investigative documents to ensure compliance with policies and regulations.

-  Ability to use various administrative reporting, requisitioning, and tracking systems to support office staff.

-  Skill in interpersonal relations to deal effectively with a variety of employees, supervisors and representatives of organizations providing administrative services for a field office activity of criminal investigators.

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:

To be creditable, education must have been obtained in an accredited business, secretarial or technical school, junior college, college, or university.

For Pay Band I:  Four years of successfully completed education above the high school level in any field for which high school graduation, or the equivalent, is a prerequisite may be substituted to meet the specialized experience required. 

Equivalent combinations of successfully completed post-high school education and experience may be used to meet total experience requirements.  Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable.

For Pay Band II:  One (1) year of graduate education may be substituted to meet the specialized experience required when it is directly related to the work of the position being filled.  Education and experience may be combined to meet total experience requirements.

Interagency Career Transition Assistance Program (ICTAP) Priority Consideration:  If you are a displaced Federal Civil Service employee, you may be entitled to receive special priority selection under the ICTAP.  Individuals who have special priority selection rights under the ICTAP must be 'well-qualified' for the position to receive consideration for special priority selection.  An ICTAP eligible achieving a score of 80 or above (excluding veterans' preference) who meets the qualification requirements will be considered 'well-qualified'.  Please annotate your resume to reflect that you are applying as an ICTAP eligible.

Salary and Benefits

Salary Range:  30,185.00 - 48,604.00 USD per yearManagement has the discretion to set pay anywhere within the salary range, dependent upon the applicant's qualifications and the availability of funds. Position is expected to be filled at the upper end of Pay Band I or entry level of Pay Band II.
