Primary Purpose:  To provide expert advice to high level managers on interpretation of budget regulations and conducts complex budget analysis.

Major Duties

Organization:  This position is located in U.S. Department of Homeland Security, Office of the Chief Financial Officer, Budget Division.

Primary Purpose:  To provide expert advice to high level managers on interpretation of budget regulations and conducts complex budget analysis. Specific Duties:Plans all aspects of the planning, analysis, formulation, justification, presentation, execution, and review of the multi-year budget for one or more of the major component organizations of the Department of Homeland Security.
Formulates and implements authoritative budgetary Department-wide policies, standards and other guidelines impacting national programs.
Reviews and makes recommendation on the allotment of funds and develops appropriation language to support budgetary requirements, as well as monitors budget process through OMB and Congress.
Reviews and interprets appropriations language, Office of Management and Budget (OMB) directives, and Treasury Department guidelines pertaining to the assigned segments of the Departmental budget. 
Advises and recommends budgetary requirements and schedules on Department-wide programs and briefs officials and managers on budget formulation, legislation, and agency directives and guidelines.
